However, the transfer of the population of the public agriculture are facing huge cost issue, namely the agricultural population by the farmers into the public not only the household registration status change, and public service content and level of promotion, which requires a lot of capital investment. Thus, in 2014 government work report, the central government first proposed "to explore the establishment of agricultural work cost the public sharing, diversified urban construction investment and financing mechanism", reflects the determination and the plight of the government to promote agricultural transfer of population facing Urbanization.
