Hunger breeds discontentment,food to safety first.The problem of food safety is closely related to our lives.In recent years,the problem of food safety has been frequent.The frequent occurrence of food safety incidents has led people to condemn food suppliers,but also questioned the main regulators of food quality and safety--the regulatory capacity of the government and the efficiency of supervision.As the main supervisor of food quality and safety,the government is responsible for the specification,detection,inspection and punishment of food accidents,which is the last line of defense for food safety.In the fifth Plenary Session of the 18 th CPC Central Committee,the party raised the level of food safety to the height of the national strategy,and realized the long-term stability of the food market by implementing the strategy of food safety.The food safety incident,the government is often required to increase investment in food safety supervision,but blindly increase the cost investment is often inefficient,does not have universality and guidance,in this context,the food safety supervision efficiency has become the focus of attention,the food safety supervision efficiency is a measure of government supervision cost investment and economic indicators and the income,to study the efficiency of food safety supervision in China to the relative efficiency of the costs and benefits of clear government regulation,contribute to the development and implementation of policies of food safety regulation,to ensure the healthy development of China's food safety.This article follows the idea of putting forward questions-analyzing problems-solving problems.First,the current situation of food safety supervision in China is analyzed,and the current problems of food safety supervision in China are summarized,and then empirical research is carried out.By using the DEA efficiency evaluation method,the food supervision efficiency of some provinces and cities in 2015-2016 years was evaluated and analyzed.We use DEA model and super efficiency DEA model to calculate the regulatory efficiency of 11 regions in Tianjin and Hebei,Shanghai,Zhejiang and the food and Drug Administration in 2015 and 2016.This paper analyzes the pure technical efficiency,scale efficiency and comprehensive efficiency respectively,and calculates the Malmquist index and its decomposition of 2015-2016 years' regulatory efficiency in different provinces and cities,and makes a comparative analysis of technical efficiency and technological progress rate in different regions.According to the results of the empirical study,the following conclusions are drawn.There is still a lot of room for promotion of food supervision and technology in various regions,and the overall regulatory technology in China is still not perfect at present.The scale efficiency of Hebei,Anhui and Xinjiang has reached the best scale during the period of statistics.But Tianjin,Shanghai and Liaoning are in the stage of diminishing returns of scale and put into redundancy.In the stage of increasing scale in Guangdong,the proportion of investment can be increased to achieve effective supervision.In the past 2015-2016 years,the overall efficiency of food safety supervision in China is not high as a whole.The efficiency of DEA has not been achieved.The efficiency of food safety regulation has not been improved obviously.In the past 2015-2016 years,the overall productivity of food supervision in Statistics area has been decreasing.The main reason for the decline of food safety regulation is technological recession,which restricts the improvement of Malmquist productivity index.The change of pure technical efficiency and the change of scale efficiency promote the rise of technical efficiency.The average annual productivity index(tfpch)of 2015-2016 years in each statistical region is mostly less than 1,and the overall regulatory productivity in each region is in a state of decline.The technical change index of all regions is less than 1,all of them show technological retrogression,and the obvious regression of technology is the main reason that affects the productivity deterioration in different regions.The change of technical efficiency is the main factor to promote the growth of TFP,followed by pure technical efficiency and scale efficiency.
