Research On Efficiency Of Food Safety Supervision Based On Super-SBM Model

Food safety concerns people’s health and life safety,and the future of the Chinese nation.The report of the 19 th National Congress of the Communist Party of China clearly put forward the implementation of food safety strategy,so that people can eat at ease.At present,China’s food safety problems emerge in endlessly.Because of its authority,the government plays a leading role in food safety supervision.After the occurrence of food safety incidents,the government is often required to increase the supervision investment in food safety,but blindly increasing the cost investment effect is not reasonable and has no universality and guidance.Therefore,the efficiency of food safety supervision has become the focus of academic circles The efficiency of food safety supervision is an economic indicator to measure the cost and benefit of government supervision.The research on the efficiency of food safety supervision in China can clarify the relative efficiency of the cost and benefit of government regulation,which is helpful to the formulation and implementation of food safety regulation policies,and ensure the healthy development of food safety in China.This study intends to study the efficiency of government food safety supervision,analyze the input-output of government supervision from the perspective of cost-benefit,take Shanghai as an example to quantify the overall efficiency of food safety supervision,analyze the influencing factors of supervision efficiency,and provide a new perspective for the quantitative research of food safety supervision,so as to provide the basis for the government to formulate relevant policies and improve food safety Supervision efficiency,promote the supply of food safety.Firstly,the concept and related theories and methods of the efficiency of food safety supervision are combed.On this basis,the efficiency evaluation model of food safety supervision is constructed and verified by taking Shanghai as an example.By seeking the entry point of the efficiency evaluation of food safety supervision in Shanghai,the efficiency evaluation path of food safety supervision is found.The empirical analysis results show that,from the perspective of DEA pure technology rate,the effective number of sample years is 6,accounting for 60%,and the overall average value is 0.848,which is in a high efficiency range.In 2011,2014,2016 and2017,the return to scale is increasing,while the rest of the sample years show the characteristics of constant return to scale.Using Super-SBM model,the analysis results show that the returns to scale of Shanghai in 2011,2012,2014,2016 and 2017 are increasing,there is a super efficiency in the food safety supervision.Secondly,by introducing multiple regression model analysis,it is found that the number of fixed monitoring sampling points for food evaluation sampling inspection have a significant positive effect on the efficiency of food safety supervision in Shanghai,and the score of public awareness rate of food safety knowledge can effectively reduce the consumption of government food safety supervision resources investment.Finally,in view of the efficiency of food safety supervision in Shanghai,the following countermeasures and suggestions are put forward:(1)improve the effect of sampling inspection and co governance,including improving the monitoring system of food safety sampling inspection,strengthening food safety sampling inspection,urging relevant enterprises to implement the main responsibility,and introducing social resources for co governance;(2)strengthen complaint supervision and publicity,including strengthening complaint handling and social supervision,to supervise and organize food safety publicity and strengthen food safety risk early warning communication;(3)innovate supervision to improve supervision efficiency,including continuing to promote food safety information traceability management,improving the intelligent level of food safety supervision,and strengthening the construction of credit system of food safety related subjects.The thesis has some innovation points: through the construction of food safety supervision efficiency evaluation index and Super-SBM model,it comprehensively analyzes the differences of food safety supervision efficiency and index contribution in mega cities,and uses regression model to calculate the influencing factors,so as to find out the key entry point of improving food safety supervision efficiency,so as to provide theoretical basis for the formulation of relevant policies and ensure China’s food safety.
