The Research Of Rural Tourism And Green Poverty Alleviation In Zhujiang-Xijiang Economic Belt Of Guangxi

The green poverty alleviation is a kind of poverty alleviation system which is low energy consumption,cleanness and sustainable development,it is guided by the concept of "green" development,based on the rural tourism and for the correct development of poor areas.Rural tourism and green poverty of alleviation is a definition,it is a new kind of rural tourism,which determined the support and premise of green poverty alleviation based ecological poverty alleviation system.The promoting of tourism could be healthy developed,the low energy and low carbon could be also achieved,and that's the characteristics of the new poverty alleviation method.In recent years,with the dramatic development of poverty alleviation,the upsurge of rural poverty alleviation has been appeared in poor areas,during the process of rural poverty alleviation,one important restrict of rural poverty alleviation is the inappropriate method,e.g.the hemorrhagic and extensive type.In order to adapt the more intense market competition and increase the efficiency of rural poverty alleviation,the"sustainable development" based ecological environment protection has been the inevitable choice.Therefore,the it is important to study the issue of rural tourism and green poverty alleviation.In July,2014,the State Council has formally approved the<Economic belt development plan of Zhujiang-Xijiang>,the construction of Zhujiang-Xijiang economic belt became a national strategy,which provided a great opportunity for the development of Guangxi.Therefore,the Zhuajiang-Xijiang economic belt("Economic belt(Guangxi)" in the following section)is selected as the main research topic in this paper.On the basis of previous research results and fundamental principle,the references of rural poverty alleviation and green poverty alleviation is arranged and analyzed,the corresponding areas and concepts are defined as well.Firstly,the research status of rural tourism and green poverty alleviation in Longzhou county is investigated and analyzed.Problems existing in the rural poverty alleviation process and present situation is summarized,the main problems are:the pattern of developing rural poverty alleviation is too traditional to combine with the industry;the intensity of thematic degree is inadequate;obsolete management patterns;low income degree of the green poverty alleviation;the geographical advantage is not fully used;the area of green poverty alleviation is limited;the low awareness of green poverty alleviation;too much contradictions in the stakeholders;low science technology and culture level in the local residents;new kind of technologies is hard to applied.At the same time,the qualitative quantitative analysis of the green poverty alleviation resources is also provided.According to the quantitative analysis and survey data,the proportion of high quality tourism resource is small,however,the characteristic of high quality rural tourism and green poverty alleviation is obvious.it is obvious that the potential of rural tourism and green poverty alleviation is huge in Longzhou county.According to the qualitative analysis,the characteristics of rural tourism and green poverty alleviation includes:rich resources in total,diversity of types,obvious characteristics,relative high taste,revolutionary history,border charm,forest landscape,scenery of rivers and lakes,folk culture etc.,they blend together and can be highly complementary;the value of education and ornamental is high;the superior location of tourism will contribute to the advantage of tourism economic;as the relative low grade of rural tourism product,it is hard to translate the high quality rural tourism and green poverty alleviation resource into the rural tourism product.The support of proposal of rural tourism poverty alleviation performance evaluation and the corresponding poverty alleviation countermeasure in the following section is built.Secondly,build the evaluation system.The poverty-stricken county in the core city of Guangxi-i.e.the Longzhou county is selected as the main research object,Longzhou county is planned to be lifted out of poverty by the provincial programming in 2017,it is the only key county in the national poverty alleviation and development work compared with another five pre shake off poverty county in Guangxi,according to the comparison,the characteristics of rural tourism and green poverty alleviation and specific circumstances of Longzhou county is combined,the increase of economic development,social progress and green ecology is defined as the first level index,another 20 index are selected as the second level index,they constitute a complete performance evaluation system of rural tourism and green poverty alleviation.Once more,the entropy weight-Topsis analysis is applied.The entropy weight-Topsis analysis is employed to have a detailed description on the performance of economic development,social development,green ecology and the general performance from year 2006 to 2016,based on the aforementioned performance evaluation and results,each index and their proportion in the final goal of the Longzhou rural tourism and green poverty alleviation system is compared and analyzed firstly in this paper,the trend of tourism poverty general performance and the sub performance condition of Longzhou county from 2006 to 2016 is analyzed and judged.Firstly,analysis based on each weight.According to the computing results,the larger the deviation of the ideal solution and negative ideal solution has,the higher changing degree is,which means the smaller entropy value and larger weight.According to the computing results,the score are all larger than 0.01.Based on the different distribution of weights,it indicates the correctness of the index selection.Secondly,analysis based on the general performance,one of the most important reasons for the performance increasing of rural tourism and green poverty is because the Industrialization of tourism subject development.Thirdly,sub performance analysis:it proves that the scientific management system having not yet formed?The regional tourism linkage being poor?Social contradictions caused by internal management problems?Conflict of interest and Poor people having limited cognitive skills are all the reasons for the poor poverty alleviation performance level.In addition,based on the aforementioned analysis,the experience summary of rural tourism and green poverty alleviation in Longzhou county is presented:1.Theme is clear,which could form industrial clusters and be the basis of sustainable tourism development;2.The premise of sustainable tourism needs a efficient management system;3.Coordinated development of regional tourism is the magic weapon of sustainable tourism;4.Public participation is a necessary guarantee for achieving sustainable tourism development;5.The improvement of technology and the level of education is the key reasons for the sustainable tourism development.Finally,based on the aforementioned analysis and summary,the strategy of rural tourism and green poverty alleviation is proposed:1.In order to lay the foundation for the rural tourism and green poverty alleviation,the development model should be able to form industrial clusters,have regional influence and distinct themes;2.Build the correct management system,establish the premise of rural tourism and green poverty alleviation;3.Strengthen the regional linkage development of tourism,gain momentum,create a new pattern of sustainable development;4.Fully encourage the community participation,weakening conflict of interest,realize the sustainable development of tourism;5.Adhere to the concept of scientific development,wisdom support first and poverty alleviation second,building the scientific awareness for the rural tourism and green poverty alleviation.We hope to provide reference on the rural tourism and green poverty alleviation for Longzhou county and even for the whole economic belt(Guangxi).
