Since the new economic norm and the supply side structural reform of enterprise products supply and cost control put forward higher requirements,all enterprises from extensive original gradually to the fine cost management transformation,financial analysis is more prominent in the accounting cost control,pay more attention to human resources cost.How to effectively control the human resource cost management,to achieve sustainable economic development has become the first to consider the current problems in the development of small and medium-sized enterprises.C Financial Corporation is a provincial finance office directly under the leadership of the province's small loan company dedicated to providing financial services to small and micro science and technology company.The company was founded in 2010,is a collection of IT,financial investment and financing services in an integrated state-owned holding company.As the country's first microfinance company integrated service platform,the company built the first provincial microfinance company IT operating system,ahead of the launch of transfers of funds and small loan companies payables guarantees and other financial business innovation system;undertake counseling and training in microfinance companies,regulatory authorities to provide loans to small companies off-site risk monitoring system gradually;establish a "cloud service" and "cloud supervision"as the characteristics of the service brand.C financial companies adhering to the "three rural services,services for small and medium-sized enterprises business philosophy,play with the advantage of financial and IT technology,and strive to build a microfinance company IT cloud service center,leading the healthy and sustainable development of the province's small loan company.The human resources cost C financial company in accordance with the acquisition,development,use,leaving four aspects of cost analysis,and the major items ofexpenditure of its human resources cost in B company and the data analysis,the results show that the C financial company in recent years researchers have made the cost less,from a certain extent,saving the cost of human resources.But it is not conducive to the development of business innovation of enterprises,the human resources investment return rate decreased year by year caused a certain degree of income does not match the wages,the cost of the total cost of personnel and the proportion of education funds,union funds into the unreasonable costs caused by the unbalanced structure.It is found that the following problems exist in the human resources cost control of C-finance companies: First,the human resources cost structure is irrational;second,the related human resource cost management control system is missing;the third is extensive management and rough accounting;and fourth,the company The staff lacks appropriate humanistic care.The reasons are mainly the following three points: First,the company lacks the overall planning of the human resource cost structure.This is mainly reflected in the fact that in the management of human resources costs,the part that pays the largest proportion to the employees is the use cost,and there is very little investment in the education part and other parts of the development cost.Second,there is a lack of effective management and control mechanisms in the management of human resources costs.This point is mainly reflected in the decline in corporate performance,the high cost of human input,resulting in an imbalance of input and output,unreasonable weight,and lack of incentives for staff absenteeism.In the salary distribution,there is no effective compensation distribution plan,so it is impossible to combine the human resource cost with the management system.There are subjective factors in the management of human resource management in the distribution,and there are no rules and regulations to follow.Third,the use of more resources in the management of human resources costs ignores effective management mechanisms.The company's wage remuneration to employees is within an acceptable range,and it is not even low,but the high cost of paying for manpower still does not allow employees to return to work together.In order to effectively control the cost of human resources C financial companies better,we must from the human cost growth rate,labor cost profit contribution rate,per capita salary growth rate is considered to construct the index system of human resources cost control new.The new index system based oncan be improved from the following aspects of human resources cost control C financial company: by adjusting the structure of labor cost,increase educational investment and trade union funds,optimize the salary structure of employees with a fixed proportion and floating ratio;through the combination of human resources cost budget and effective system,the implementation of sophisticated management of human resource cost,zero based budgeting preparation human resources cost budget,reasonable regulation of salary increase,according to the evaluation index system of salary increase human control in 10%-12%,one thing cost growth assumption is about 3%-5%;by improving the salary incentive system,the system of enterprise culture construction and reduce the contradiction of enterprises and employees,reduce the employee turnover rate,thereby reducing the cost of human resources.In the C financial company transformation from extensive to fine cost management,although there are some problems in the development of the implementation but will solve one by one,although the proposed improvement measures to the C financial,subjectivity and limitations,but still hope that these measures can provide some reference in many transition period small and medium-sized enterprises in the cost control of human resources management.
