The cost of human resources mainly refers to the investment in the economy caused by the human resources management and organization and so on. In other words, enterprises in order to achieve the planning objectives and established profit and employees of the enterprise of organization, recruitment, development, and training posts and other work produced costs. That is to say, the human resource cost of the organization or enterprise mainly refers to the final value of the enterprise or the organization in the human resources investment. An important factor to influence the development of the enterprise is the human resource cost of investment, if the cost of human resources invest too much can cause production enterprise or the decline, will affect the enterprise normal production and business activities, if the human resources cost at least will impact on employee job enthusiasm, resulting in the waste of human resources cost. And human resources cost control needs a full range of enterprise cooperation, the establishment of a sound management system, between the enterprise human resources department, management, finance department and other departments division of labor together to complete the human resource cost management and control.This article through the case research method, normative research method, the method of combining theory and practice, qualitative and quantitative research methods of four methods of human resources at home and abroad to study the cost of the current status of human resources and cost of specific concepts and evaluation criteria are analyzed, and the status of human resources of LHF’s statistics and analysis found that LHF company mainly exists in human resource cost management in the problem, and proposed the corresponding solution put ah, proposed the establishment of human resources cost budget management system to reduce the cost of human resources and utilization of human resources planning; reduce the acquisition cost- to make the correct personnel recruitment and appointment process, the reasonable control of the quality of personnel; reduce the cost of development establish a more scientific training mechanism; reduce the cost of human resources to construct incentive mechanism innovation; reduce the manpower Resource guarantee cost focus on occupational safety and health of employees; reduce HR demission cost to improve employee satisfaction, employee retention stability measures, and puts forward system security, organizational security, physical security, safeguards safeguard measures, in order to improve the employees’ work enthusiasm, reduce the turnover rate, reduce the waste of manpower resource cost of the corporation. Hope that through this research results for the LHF company’s human resource cost management and control system is proposed, because the domestic other enterprises to carry out the human resource cost control measures to provide a certain theoretical reference.
