Research On The Problems And Standardization Of Government Procurement In Hebi City

As an important part of the financial system,government procurement is an important part of the budget implementation,and it is the key link of the budget implementation.It is the key link in the circulation of financial expenditure management.It has realized the extension of the financial management from the distribution to the use,from the currency to the object.The government procurement system has been implemented for more than ten years,and scholars at home and abroad have done in-depth research on this system,which has become increasingly mature.In the past,most researches have been on the macro level,and there are few theoretical guidance for the standardization development of regional government procurement.This paper studies the standardization of government procurement,and then probes into the system of standardizing the construction of government procurement,looking for effective ways to standardize the work of local government procurement from the system system,supervision mechanism and specific measures,which is beneficial to the improvement of the government procurement management system and the improvement of the government procurement supervision and restriction mechanism.The government procurement management department provides reference for deepening the reform of government procurement system to provide a scientific and reasonable theoretical basis.This article analyzes based on the public choice theory,principal-agent theory and policy implementation theory.Through conclude the side of unstandardization performance of hebi city,then analysis the reason.From the aspects of system,supervision,procurement and choose the form of organization,Internet plus technology and government procurement staff to solve the problems specific countermeasures.In order to solve the problems of government procurement from practice,it provides reference for promoting the standardization construction of localgovernment procurement in theory and practice.
