Comparative Analysis Of Indicative Notice And Downward Opinion

As two types of conventional downward documents,Indicative Notice and Downward Opinion all have the characteristics of assigning tasks,putting forward working principles and methods to subordinates,and requiring subordinates to implement them.Therefore,These two downward documents are prone to confusing errors in theoretical cognition and practice.Looking at the current situation of their use and research,we have found that the mixed use of Indicative Notice and Downward Opinion has become a real problem that has plagued the world of applied writing for a long time,and also a difficult research topic in the academic community.Their standardized use and research has not yet formed a systematic theory and application guide as it is still in a relatively shallow and fuzzy exploration stage.This thesis attempts to use the theories of secretary,stylistics,writing,linguistics,and other related fields as supporting points,and extensively collects document resources as the research cases from the document library of portals of state agencies at various levels,the search database of laws and regulations of Peking University legal information network,and other books.And then,using various methods to compare Indicative Notice and Downward Opinion.The thesis begins with the source and basic usage of Indicative Notice and Downward Opinion,and argues that they have certain similarities in the aspects of the prose relationship,writing purpose and scope of application,as well as differences in three aspects,specifically,it includes the scope of application and the purpose of writing of the system characteristics,the basic writing format and style tone of the writing specification,the execution requirements,execution methods,execution strength,frequency of use and scope of the practical application.Secondly,This thesis categorize and analyze the examples of confusion in Indicative Notice and Downward Opinion in their written practice.Thirdly,it summarizes and analyzes four reasons for the confusion,including the document management system needs to be improved,the guides of non-standardized official document knowledge are divided,the comprehensive ability and accomplishment ofthe authors need to be improved,and the limitations of the texts themself.Finally,it put forward the detailed strategies for avoidance from four aspects in order to promote the standardization of Indicative Notice and Downward Opinion.
