The profound basis of culture management is Humanology, which is the conclusion of comparative study on American and Japanese business managements. In order to capture the connotation of cultural management, its development vein must be made clear. Seen from the process of emergence and development of culture management since the late1980s, its theory and practice highlight the significance of culture factor in management from two different perspective. From the perspective of anthropological curture, transnational corporation in management activities should pay great attention to cultural adaptation, because management activities brand ethnic culture. From artificial perspective, creating consciously organizational culture is very important to improve management states and efficiency. Although the two kinds of culture differ in origin and scope, their fundamental features and functions are in common. Culture management advocates to correctly understand and properly use them, so as to play their management function together. Generally speaking, as long as managers see employees as "culture persons",see culture value as a kind of management resource, create management environment, enact measures and motivate employees, we can call them as culture management.The development of system thought provides a philosophy base for strategy management.The subject of strategy management is to improve enterprise competitiveness. In order to capture connotation of strategy management, its development vein must be made clear too. For half a century, attention center of strategy management has changed a few times. From strategy planning theory in the late1960s to environment adaptation theory in1970s, after industrial organization theory and competing strategy theory in1980s, the resource-based view and the core competence theory become focus of strategy management in the1990s. In21st century, conception of enhancing cooperation in competition emerges and becomes new thinking of strategy management. General trend throughout the development and changes is from laying stress on long-term plan to pay attention to use one’s discretion, from paying attention to the important role of external circumstances to focus internal resources, and from stressing competition to striving for co-operation in it. From the overall view, in the face of intense competition and rapid change of environment, strategy management should emphasize the extreme importance of strategic decision-making at senior levels of management for the organization’s survival and development. Right decisions should be made according to external circumstances and competitions with strategic vision, and focus are on forming and maintaining the core competitive ability of organization.Culture management and strategy management are two kinds of the most representative contemporary management ideas and modes. In order to study mutual complementation of them, we should study their differences and similarities. Their differences are as follow:(a) the former is for internal coordination to adapt to external circumstances, while the latter is for external circumstances adapt to internal harmony;(b) the former emphasizes the atmosphere of individuals and organization, while latter emphasizes business and competition;(c) the fomer sees strategy culture as a part of organizational culture, while the latter sees organization culture as a kind of strategic resource. Their Similarities are as follow:(a) the improvement of organizational efficiency is their common goal;(b) pursuing smart power is their common standard of conduct;(c) innovation is their common value pursuit;(d) system view is their common thinking way.Essentially, mangement is organic unification of decision, coordination and incentive. Culture management mainly highlights incentive and coordination, but strategy management mainly highlights decision. Combining them and Making them complement can embody comprehensively the nature of mangement. They both pay attention to "internal coordination" and "external adaptation". The difference is that culture management is from "internal coordination" to "external adaptation", but strategy management is the opposite. This is the reson why they can be mutually complementary. Intrinsic consistency of the common goal, standard of conduct, pursuit of value and thinking way provides a joint point for the realization of mutual complementary of culture management and strategy management.The intention of mutual complementation study is to improve management practice. The foreground of application is very wide, such as in enterprise management and public management, in military construction and management, and in social construction and management.
