Research On Comprehensive Evaluation And Application Of Regional Sustainable Development Capability Based On Network-DEA Model

The capability of sustainable development is an important component of a country's overall national strength and has drawn wide attention from all countries in the world.Handling environmental problems is the only way for the sustainable development of human society.It must be measured by the overall national strength of the country,actively change the mode of development,And the efficient development of the economy,science and technology in many areas.At present,the assessment methods of regional sustainable development ability include fuzzy comprehensive evaluation,multi-dimensional gray evaluation and analytic hierarchy process.In recent years,DEA(Data Envelopment Analysis)model is important in solving many practical problems Application,more and more scholars gradually adopt DEA method to evaluate the ability of regional sustainable development.However,when using the traditional DEA model(such as CCR and BCC model)to evaluate the regional sustainable development capability,it can only be carried out under the condition of "black box" neglecting the internal structure of the system,ignoring the impact of the system's production process on the entire evaluation result,The use of Network-DEA model can effectively avoid the shortcomings of the traditional DEA method,and comprehensively evaluate the ability of regional sustainable development.In this study,the Network-DEA method was used as the basic model of evaluation,the resource allocation ratio and relaxation variables were introduced into the Network-DEA model,and the impact of time lagged indicators on the evaluation results was considered.To carry out a comprehensive assessment to solve the problem that an input can be used for the impact of various types of output and time on the evaluation results and to use the improved DEA model to evaluate and analyze the regional sustainable development capability.Taking the 30 provinces in 2014 as the research object,this paper constructs an evaluation index system suitable for the assessment of China's sustainable development capability,compares and analyzes the sustainability of 30 provinces in China,and avoids the ineffective decision-making units and The time lag effect between indicators affects the overall efficiency.The validity of the improved Network-DEA model is verified,which provides a reliable experience for the further application of the network structure DEA model.he evaluation of efficiency of decision-making units of other network structures.
