With the continuous deepening of economic globalization and knowledge globalization,innovation has increasingly become the driving force and source of regional economic growth,and the level of innovation efficiency has become a key influencing factor in building regional competitive advantage.At this stage,China has entered the critical period of implementation of innovation-driven development strategy.If we want to achieve the goal of leapfrogging from a country with a big science and technology to a country with a strong science and technology,while increasing investment in innovative elements,optimizing resources allocation and improving innovation efficiency are the only paths that must be taken.According to the “Yangtze River Delta Urban Agglomeration Development Plan” issued by the State Council in May 2016,the Yangtze River Delta Urban Agglomeration is at the forefront of China's innovation and development.26 cities play a key role in improving regional innovation capabilities and achieving high quality development.From the point of view of innovative geography research,regional innovation system is considered as the key to the development of regional innovation,but the quantitative evaluation of regional innovation system's operational efficiency is relatively inadequate.The understanding of the key influencing factors of regional innovation efficiency and its mechanism of action is inconclusive,and it is urgently needed to further study.In this context,this paper selects 26 cities in the Yangtze River Delta Urban Agglomeration as the research area,and constructs the innovation efficiency model of the regional innovation system to discriminate the impact of innovation entities and innovation environment on regional innovation efficiency and its mechanism of action,in order to accelerate the construction of the world-class urban agglomeration and enhance the space configuration benefits of the innovation resources.On the basis of summarizing regional innovation system theory and innovation efficiency theory,this paper takes the innovation input and output of the Yangtze River Delta Urban Agglomeration from 2008 to 2016 as the data source.Firstly,the characteristics of spatio-temporal evolution of comprehensive innovation efficiency,pure technical efficiency and scale efficiency of the Yangtze River Delta Urban Agglomeration are analyzed using DEA and coefficient of variation.In addition,in order to explore the role of technological progress,the Malmquist analysis method is introduced to explore the spatial-temporal evolution of total factor productivity and its decomposition index in the Yangtze River Delta Urban Agglomeration.Secondly,the fixed effect panel Tobit model is used to identify the impact of innovative entities and innovation environment in the regional innovation system on the comprehensive innovation efficiency of the Yangtze River Delta Urban Agglomeration.Finally,the research conclusions of this paper are drawn and corresponding policy recommendations are put forward,and the problems that need further study in the future are elaborated.The study finds that: 1)Yangtze River Delta Urban Agglomeration scale efficiency > pure technical efficiency > comprehensive efficiency.During the study period,the comprehensive efficiency,pure technical efficiency,and scale efficiency of the Yangtze River Delta Urban Agglomeration are expanding in the volatility.The regional differences in comprehensive efficiency are the greatest,followed by pure technical efficiency,and the smallest in regional scale efficiency.Among them,pure technical efficiency is the core factor that restricts the comprehensive innovation efficiency of the Yangtze River Delta Urban Agglomeration.2)The high value areas of comprehensive innovation efficiency,pure technical efficiency,and scale efficiency of the Yangtze River Delta Urban Agglomeration are mainly located in the central cities,node cities,and the city areas within the radiation range of the Shanghai-Nanjing-Hefei-Hangzhou-Ningbo development belt.The spatial disparity of innovation-scale compensation changes significantly.At the end of the study,the number of cities with increasing returns to scale has been the largest.It has been significantly concentrated in the Nanjing metropolitan area and its periphery,presenting the spatial distribution characteristics of “large concentration-small dispersion”.3)The growth of total factor productivity in the Yangtze River Delta Urban Agglomeration depends on the “dual-track drive” of comprehensive efficiency change and technical progress change.The negative growth of total factor productivity in the urban areas is due to the blockage of comprehensive efficiency.There are differences in the reasons for the positive growth of total factor productivity in the urban areas,which are mainly driven by comprehensive efficiency,promoted by technical progress,and a combination of comprehensive efficiency and technical progress.4)The high value of the Yangtze River Delta Urban Agglomeration innovation technical progress change index relies on Shanghai as its core and Nanjing,Hangzhou,and Ningbo as its nodes to present a “Z” pattern.The total factor productivity growth zone mainly follows the Shanghai-Han-Rong high-speed railway and the Shanghai-Hangzhou-Ningbo expressway,while the spatial distribution of the high value areas of the comprehensive efficiency change index,the pure technical efficiency change index,and the scale efficiency change index are relatively random.5)Financial depth,trade specialization,and regional economic development level have no significant effect on the comprehensive innovation efficiency in the Yangtze River Delta Urban Agglomeration.Government support,innovative human capital,and industrialization level have a significant positive effect on the comprehensive innovation efficiency in the Yangtze River Delta Urban Agglomeration.Corporate R&D investment has a significant negative effect on the comprehensive innovation efficiency in the Yangtze River Delta Urban Agglomeration.It is precisely these factors that lead to the horizontal and vertical changes of the comprehensive efficiency in the Yangtze River Delta Urban Agglomeration.
