The Sustainbable Development Level Measure And Optimization Strategy Research Of Zhongyuan Urban Agglomeration

Urban agglomeration is the periodical product of urbanization,playing an increasingly important role in international competition and regional cooperation.With the introduction and implementation of a series of significant development planning,urban agglomeration has been become the main form of promoting the new-type urbanization in China and growth pole for regional development.The sustainable development of urban agglomeration is crucial to the urbanization and the regional development.However,from the perspective of the national urban agglomeration development,the level of sustainable development varies greatly among regions.The urban agglomerations in the eastern coastal area have features such as reasonable urban systems,high level of economic and social development,and high degree of regional integration.However,the urban agglomerations in the central and western area have the problems such as low level of development,low efficiency of industrial clusters and low level of coordination and integration.Zhongyuan urban agglomeration is a typical representative with large number of cities,high population density and wide radiation range in the central China and is also a key support for the rise of the central China.The sustainable development of Zhongyuan urban agglomeration is of great significance to the development of Henan province and even the central China.Firstly,the study reviews the literature and defines the relevant concepts and theoretical basis about sustainable development of urban agglomerations,which laid a theoretical foundation for the evaluation of the sustainable development of Zhongyuan urban agglomeration.Secondly,combining with the sustainable development status of Zhongyuan urban agglomeration and using the methods of literature analysis,frequency statistics and theoretical analysis,the evaluation index system is constructed from three dimensions of economy,society and environment,and the evaluation model is established with the comprehensive utilization of “entropy weight –TOPSIS”,coupling coordination degree model and spatial coordination degree model.From the two spatial perspective which are the whole Zhongyuan urban agglomeration and its constituent cities respectively,the paper evaluates two aspects of the sustainable development of Zhongyuan urban agglomeration,namely the development degree and coordination degree which reflecting the quantity and quality of sustainable development respectively,and investigates the changes from 2005 to 2016.Thirdly,taking “Henan Statistical Yearbook” and “China Urban Statistical Yearbook” as the main source of data,the paper makes an empirical analysis of the sustainable development of Zhongyuan urban agglomeration and its internal cities,identifies the main problems and analyzes the causes based on the evaluation results.The results show that: 1)In the past 12 years,the development degree and coordination degree of the whole Zhongyuan urban agglomeration have been significantly improved,but there is still room for improvement in the dimensional development,and the dimensional coordination degree has just entered a good coordination stage which still a great distance to high-quality coordination,and the spatial coordination development degree of each dimension is varies greatly illustrating the low level of regional integration;2)The development degree and coordination degree of constituent cities of Zhongyuan urban agglomeration differs significantly,and presents different trend.Finally,based on the identified major problems,the paper puts forward six specific optimizations of improving the urban system,innovating the institution and mechanism,optimizing the industrial structure,promoting the opening and innovation,improving infrastructure and public services,and attaching importance to the resources and environment to promote the sustainable development level of Zhongyuan urban agglomeration.
