Resource-based cities not only bear the heavy responsibility to provide the country with the necessary resources, and their own developments also have strong economic effects of radiation on the surrounding towns. They serve as the region's political and economic center. In the process of urbanization and industrialization in China, they play a very important role. Although resource-based cities won the rapid economic development driven by the resources industry at present, but for a long time, extensive development of resources caused serious local pollution and ecological destruction. With it comes a growing gap between rich and poor, and various social problems. In order to better play the comprehensive functions of resource-based cities, during "Two Sessions" in 2002, our country made the strategy of sustainable development for the resource-based cities. If we want to realize this goal, we have to get a clear understanding of the cities'current situation in sustainable development at first. Evaluation of sustainable development became a major domestic and foreign scholar to explore the issue. However, among the existing literature, Investigation of the status quo of resource-based urban development issues of minority areas in western China is rarely carried out. This is contrary to China's western development strategy, and it is not conducive to the emerging rise of large-scale resource-based cities in the west.Based on the above analysis, from the perspective of social statistics, this article used the general evaluation method with targets to calculate the development index, continuous index, coordination index and trend index, and made the evaluation on the level of Erdos' sustainable development by them and then tested its accurateness by the data of local questionnaires. This paper reached the following conclusions. Into the 21st century, Erdos City's overall level of development was a gradual increase in the volatility of the situation. But by the dramatic downward trend of environmental subsystem, the city presents the total system obviously unsustainable. In addition, among the sub-systems, Coordination Degree between economy and resources is the best. Coordination Degree between economy and society is the second best. Coordination Degree between economy and environment is the worst. Finally, through the analysis of Trends Degree, this article predicted that Erdos City is gradually moving to the state of sustainable development.This paper is divided into five chapters. The first chapter talked about the topics of the background and significance. It analyzed the current situation on the sustainable development study, and described the contents of the study and related methods. The second chapter described Erdos'basic conditions for sustainable development from the perspectives of resource, environmental, economic and citizens'living conditions. The third and the fourth chapter are devoted to building a sustainable development indicator system of Erdos City. And evaluation results were proved in these chapters through the data in the local survey. Relevant policies in this chapter are analyzed and discussed with combination of evaluation results. In the end, this chapter provided policy suggestions.
