Research On The Evaluation Of Land Use Structure Efficiency And Influencing Factors In Chongqing

Since t he r eform a nd o pening up,C hina's economy ha s entered a f ast track of development,t he r apid g rowth of G DP i s one of t he i mportant e ngine of w orld economic development.With China's GDP in 2015 is the first time below 7%in 25 years fell,its mark the economic development has entered growth gear shift period from high growth to the medium-to-high growth.Because of the downward pressure on the economy,investment and expanding domestic demand has not solve the fundamental situation.And the fundamental contradiction is not the insuff-icient effective demand but the e ffective s upply not ad apt t o ch anges i n m arket d emand.General secretary X i Jinping put forward the concept of "supply side structural reform":"Under the moderate expansion of the total demand,it should be made to strengthen the structural reform of the s upply side for s ustained e conomic growth." Land i s t he m ost ba sic f actor o f production,o ptimizing land us e s tructure a nd i mproving land u se efficiency is the important part of the reform,so studying on the evaluation of land use efficiency and analysis the influencing factors has important practical significance.Therefore,the paper based on the research about the land use efficiency.Studying on Chongqing city,Firstly,to analyze the quantity structure,time characteristics,spacial distribution characteristics of land use structure.Secondly,to use static efficiency and dynamic ef ficiency comprehensively ev aluated the land us e structural ef ficiency.Thirdly,the l and u se structure e fficiency is decomposed into regional d isparity contribution under the undesirable out put model,and explored influencing f actors.Finally,put ting forward ba sed on t he i mplementation o f d istrict p olicies.T he ma in contents are as follows:(1)On the macro level,evaluating the quantity structure and spatial layout of land resources by information e ntropy t heory to.R esearch s hows t hat:1)The l and us e structure i nformation entropy s equence s howed " steady-decrease-steady" t rend an d fluctuation obvi ously during 2004-2013;2)The information entropy from the hi gh value down to the low value,proving that it tends to be stable;3)The land use structure information e ntropy i n Chongqing C ity w as s ignificantly d ifferent f rom th at in th e center a rea t o E ast a nd N orth,t he m ain r eason of t hat i s d ifferent f rom pos ition a nd development to each area.(2)On the micro level,the thesis applies the dynamic model of Malmquist index and the SBM-Undesirable study on land use structure of Chongqing;the study found:1)the environmental negative output make the land use structure efficiency is lower,that has a certain negative effect on the negative environment to the output efficiency of land use structure;2)the characteristics of land use structure static efficiency and dynamic efficiency are fluctuating in time,it relate to the economic development and Macro market;3)the technical efficiency of dynamic model is the main reason for the decline in total factor productivity;static model of pure technical efficiency i s the main reason of technical efficiency change,because of agricultural land input redundancy,and that the land and capital does not match and the negative output mainly caused;4)the four areas o f C hongqing of total f actor pr oductivity have t he distinctive spatial differentiation characteristics,The a nalysis s hows t hat the di rection of e conomic development and the lever of economic development issues is the reason.(3)Though the models of Theil index model to analyze the spatial differences of land u se s tructure efficiency calculated b y t he unexpected out put m odel.Research shows that,1)The Theil index showed a trend obliquely "W",its gradually increased,it indicated that the land use s tructure efficiency is gradually gapinspace.2)From the decompose of Theil i ndex,the ga p in groups o f c hange i s t he m ain r eason f or t he change in mo st o f th e t ime;but f rom t he reason of Theil i ndex expanding,the ga p between groups of change is the main aspects for the change in new period.(4)Through Moran's I i ndex m odel s tudy the influencing f actors of land us e structure efficiency.The results show that:1)the external influence factors of economic development(RJGDP),industrial structure(23CYZB),population urbanization(RKCZH)and the internal structure of the influence factors of land urbanization(CZYDZB)has a positive effect on the land use structure eff-iciency,it indicated that the land urbanization has a little effect t o t he i nternal opt imization of ur ban a nd r ural c onstruction 1 and structure.2)the level of industrialization(GYZB)from the spatial positive correlation effect gradually weakened and finally became weak spatial negative correlation,in the same time t he c orresponding m ining 1 and p roportion(CKYDZB)t rend r oughly consistent with the GYZB,it indicates that the adjustment of industrial structure and land use structure adjustment have a close relationship.With the upgrading industrial structure,l and us e also ne ed adjust the ch ange to achieve economic s ustainable development.3)rural residential ratio(NJDZB)i s the only one the spatial negative correlation for land use structure efficiency in the whole study period,it indicates that the land use structure has unreasonable is the main reason to affect the efficiency.4)The mainly impact of land use structure efficiency in Chongqing is the land use structure;and that is the key to improve the land use structure efficiency,but it also should adapt to the economic development,industrial upgrading and population migration.(5)Summarizing the m ain c onclusions of e ach c hapter,a nd p roviding pertinent solutions to the problems in each area.Specific policy recommendations are as follows:about t he m ain of Chongqing:1)the in dustrial s tructure should be optimized for industrial development.2)the stock construction land should be invigorated especially its efficiency.3)The main area of Chongqing should balance its development for each district.About the West area of Chongqing:1)Land use should be conservation and intensive,and t he low pr oduction enterprises should be eliminated t o improve t he efficiency of 1 and i ndustry;2)Optimizing the i ndustrial 1 ayout to a void vi cious competition of homogenization development;3)The potential of unused land should be tapped to improve land us e efficiency.About the Northeast area of Chongqing:1)special local industries should be cultivated.2)Government should encourage farmers to t ake on t he 1 ocal urbanization.About the N ortheast area o f Chongqing:1)Government should increase the investment of agriculture and environmental protection;2)homestead should be reclaimed to improve the land use structure efficiency.
