Against the background of today,profound changes are taking place in all over the globe about productivity, mode of production,mode of life and economic and social development.The traditional resource-based industry will be replaced by the green and Intelligent industry to make response to the international financial crisis and global climate issues which are big challenges for human.The main developed countries and ecomoic entities adjust the strategy and policy of science and technology very quickly,accelerate the development planning and layout of new industries.They intend to increase economic activity and motivate increasingly economic by technical and industry innovation.Energy efficiency has the direct impact of the initiative of international competition in the future.Energy problem is one of the greatest challenges of Chinese economic development.Energy development is faced the dual pressure that meets the demand of economic and social development and reduces environmental pollution.Energy efficiency will alleviate these problems, bring economic benefit and enhance over all competitiveness. Therefore,energy efficiency has become an effective way and an important guarantee for sustainable development allovertheworld. Entering the 21 st century,as an old heavy 一industry city,Chongqing has undergone rapid economic development.It is clear that energy problem constraints the economic development of Chongqing. The people’s Government of Chongqing City issues 《Implementation Plans of the Green Building Initiative in Chongqing(2013-2020)》in 2013.This is for knowing the importance and urgency of Green Building Initiative,and for grasping demand of the country about《The Plan of Green Building Initiative 》.Take Green Building Initiative as the important content of the scientific development conception and the construction of ecological civilization.Urban and rural areas should take the sicientific development way which is green,circulate,and low carbon to promote the society comprehensive, coordinated, sustainable growth.It has the significance of guide line for the enterprise in Chongqing to increase its energy efficiency.Based on the background combined with the economic development of Chongqing and the actual situationofenergy consumption,we systematieally recall the study of concept,measuring indicators as well as appraising methods and influencing factors of energy efficiency at home and abroad. Then,we collect the data of influencing factors of energy efficiency of Chongqing and extract the main factors using the method of stepwise regression analysis.The results indicate that R&D input accounted for the proportion of GDP,industrial structure and informatization are the three main influencing factors of energy efficiency of Chongqing.Subsequently,we make a model of influencing factors of energy efficiency by virtue of Ewiews.According to the model, we make a comparative analysis among Chongqing and Western cities.The results show that R&D input accounted for a lower proportion of GDP,less adjustrnent of industrial structure and lower level of energy informatization constraint promotion of energy efficiency of Chongqing. Finally,according to the key constraint factors as well as the predicted results,we make a proposal of raising R&D input accounted for the proportion of GDP,promoting the optimization and upgrading of industrial structure, perfecting informatization of energy industry in order to reduce energy consumption of Chongqing and increase energy effieieney which provide as scientific basis for the concerns of saving energy and reducing consumption,enhancing the capacity of scientific and technological innovation as well as taking the road of new industrialization.
