Research On The Comprehensive Benefit Of Agricultural Land Moderate Scale Operation Under The Background Of Food Security

A good harvest helps the farmers to get rich.So does steady agriculture production to national security.The issue of food security is a key issue for the survival and development of every country and an important part of national security.China has been producing an increase in food production since 2003,but agricultural land and other agricultural production resources per capita is less.With the development of urbanization,the large number of agricultural land abandoned,coupled with the liberalization of the two-child policy and the diversification of grain consumption structure.The growth rate of China's food output has not kept pace with the growth rate of grain demand.Food imports are still high.Annual food consumption accounts for about a fifth of world consumption.China's food security is increasingly uncertain under the background of globalization.Thus ensuring national food security,not relying too much on international trade,must improve the overall food production capacity,domestic Chinese bowl firmly side in our own hands.The agricultural land moderate scale operation is an inevitable requirement for changing the agricultural development pattern,improving the domestic food production capacity and ensuring food security.It is also the fundamental way to break the restriction of agricultural resources and environment and realize the sustainable development of agriculture.Reports of the 19 th National Congress of the Communist Party of China and the central government document stressed improve the system of agricultural support to protect,develop various forms of moderate scale management,cultivating new type of agricultural entities and achieve organic integration between small farmers and modern agricultural development.Therefore,it is of great significance to study the comprehensive benefits of moderate large-scale operation of regional agricultural land from the background of China's food security.First of all,this study makes a statistical analysis of China's overall grain supply and demand and trade status,through the establishment of food security evaluation index system combined with Principal Component Analysis(PCA)method to measure the level of China's food security,and deeply analyzes the domestic food production capacity and food security relations.Secondly,this paper takes Chongzhou city of Sichuan province as an example to evaluate the overall level of the comprehensive benefits of the agricultural land moderate scale operation.Finally,a comparative study is made on the comprehensive benefit of agricultural land moderate scale operation from different perspectives.This paper discusses the problems existing in the management and development of agricultural land moderate scale in Chongzhou,and put forward effective measures and suggestions in light of local conditions.It is expected to provide references for the research and application of the moderate scale management development path and the improvement of operating efficiency.The main conclusions are as follows:(1)On the whole,the comprehensive food security in China changed from unsafety to safety in 2001-2015,but the food trade security risks rise,rely on the international food trade to ensure food security is not realistic.It is also very unscientific in China.The domestic food production has a significant positive correlation with China's food security.In order to guarantee the food security of our country,it is necessary to improve the comprehensive production capacity of domestic grain through the moderate scale operation of agricultural land,improve the self-sufficiency rate of grain and reduce the external dependence.(2)The overall efficiency of the moderate scale management is not high in Chongzhou city,presenting a certain "pyramid" situation,that is,the operation organization with “excellent” comprehensive benefit level is only a small part of the total.The management organizations with the levels of “general”,“poor”,and “poor” accounted for the vast majority.The development of three-dimensional benefit is unbalanced,the economic benefit is greater than the agricultural protection benefit,the social benefit weight is the least,it is the development of the short board.(3)Based on the actual survey data,SPSS cluster analysis method was used to group the agricultural land in different management modes in Chongzhou,and the comprehensive benefits were compared and studied.The result shows that: The optimal scale of family farm operation is 20.00-30.00 hectares,30.00-40.00 hectares.The optimal scale of agricultural land share cooperative is 53.33-66.67 hectares and 30.33-53.33 hectares.In general,family farm and agricultural land share cooperative are less concentrated in the optimal scale range and there is still some room for improvement in the optimization and adjustment of operation scale in Chongzhou.Due to the differences in the management system of different business models,the operating efficiency of family farms is slightly higher than that of agricultural land share cooperative in 6.67-13.3 hectares,while the operating efficiency of agricultural land share cooperative between 13.3-30.33 hectares is higher than that of family farm.In different town area comprehensive benefit difference aspect,the twenty-five administrative regions of Chongzhou city can be divided into the high level development area,higher level development area,middle level development area,lower level development area,and low level development area.Area within the management benefit differences based on different natural geographical conditions of first.Secondly,it has a great relationship with government agricultural support policy,social service and agricultural land ecological environment.The government must take measures to achieve the change of management organization quantity to quality.
