The Research On The Rationality Of Spatial Layout Of Urban Institutional Pension Facilities

With the aggravation of the aging of urban population,the rationalization of the spatial layout of institutional pension facilities is becoming increasingly prominent.It's beneficial to the rational allocation of the construction resources,meet the needs of the construction of the institutional pension facilities to research the rationality of the spatial layout of urban institutional pension facilities,and take effective measures.This paper analyzes the status of the spatial distribution of the institutional pension facilities in Xi'an from the related policies,quantity and scale,management nature,vacancy rate and the difference of supply and demand in the institutional pension facilities,and compares with the situation of demand,finding that there is a large demand gap of the institutional pension facilities in the various districts and counties of Xi'an and the investment of public pension institutions for the low-income groups is short,the vacancy rate for old age beds is high,the contradictions between "shortage" and "idle" is prominent.The spatial layout rationality evaluation index system of urban institution pension facilities was established,and the index weight was determined by entropy weight method.and the rationality of the spatial layout of Xi'an institutional pension facilities was evaluated by the comprehensive scoring method.The comprehensive score is in the fourth level standard interval,and it is found that the spatial layout of the institutional pension facilities in Xi'an is in a less reasonable state.After the investigation and analysis,finding out 22 general factors that affect the spatial layout of the urban institutional pension facilities,and use the principal component analysis extract six main influencing factors.Among them,the cost and income level of the construction and operation of the institutional pension facilities isthe first to affect the spatial layout of the institutional pension facilities.Factors,the supply space of land resources,the government's preferential policies for the construction and operation of institutional pension facilities,the construction of supporting facilities,the spatial distribution and the level of income of the elderly population,and the government's planning and guidance to the construction of the institutional pension facilities are also the main factors affecting the spatial layout of the institutional pension facilities.The specific suggestions that strengthening the support for the private pension institutions,improving the government's preferential policies for the old-age institutions,and accelerating the development of the old-age service facilities,are put forward to promote the rational development of the spatial layout of the urban institutional pension facilities.The research results provide a scientific reference basis for promoting the rational layout,balanced development of urban institutional pension facilities,and meeting the construction demand of institutional pension facilities.
