As a product of the combination of science and technology and economy in the new era,the main function of the new R&D institution is to use the core knowledge of the organization flexibly,adhere to the two skin of science and technology and economy,combine knowledge innovation with product innovation,make knowledge innovation cross the Valley of Death and transform into product innovation,thus forming a complete Innovation Value Chain.However,at present,the classification of the organizational model of the new R&D institutions is basically divided by the different types of the main body of construction or the different types of the dominant units.This classification standard embodies the knowledge subject and content of the new R&D institution,which is widely accepted by the researchers at present.Its limitations lie in the inability to demonstrate how the core knowledge within the new R&D organization can be effectively used.It can not fully demonstrate the new R&D institution is how to response to the question of "Innovation Value Chain fracture",and the unique function of the R&D institutions can not be reflected.Therefore,it has great theoretical and practical significance to study the organizational pattern of the new R&D institutions and to study the differences in the effect of different organizational patterns.This paper first adopts the literature research method,collects and sorts out relevant research materials at home and abroad,explores the production and development process of the new R&D institutions,and summarizes the classification of the organization pattern of the new R&D institutions by the scholars at present,and then studies the classification and implementation effect of the new R&D institutions based on the perspective of Innovation Value Chain.Then a case study was adopted to analyze the organizational structure and the hierarchy of the core knowledge team of the 39 new R&D institutions in 2017 in Guangdong province,classify the organizational patterns of the new R&D institutions,and explain their different characteristics,and analyze the influencing factors of the choice of the organization patterns.Finally,using the empirical research method,using the survey data,through the descriptive statistical analysis,the multiple discrete choice model to analyze the current situation of different organization patterns in the implementation process,then compares the different organizational patterns of the new R&D institutions,and summarizes the differences in the implementation of the effect.The conclusion of this paper is divided into two parts:First,in the case study,the new R&D institutions' organizational pattern is divided into three types: the upper part organization pattern,the under part organization pattern and the mixed pattern,and construction the model of classification model of the new R&D institutions.Second,in the empirical study,we combine the results of data analysis to get 3 conclusions:(1)the implementation effect of the upper part organization pattern on the number of papers published and the number of patent applications is better than the other two organizational patterns;(2)the under part organization pattern has significant economic benefits,and the economic benefit is better than the other two organizational patterns,and the number of new products is more than the other two organizational patterns in the last three years;(3)the larger the organization scale,the more inclined to choose the mixed pattern,and under the mixed pattern,most of the science and technology projects are commissioned by the government.The main innovation points of this article are as follows: first,from the perspective of Innovation Value Chain,based on the related theory of knowledge conversion,the organization pattern of the new R&D institutions is divided,and the function of the new R&D institutions as the adhesive of two skin of economic and science and technology is fully illustrated;second,using the research method combining qualitative and quantitative,the research conclusion has data support,which makes up for the shortage that there are too many case studies or theoretical analysis and lack of empirical analysis in the existing literature about the new R&D institutions.
