Research On Coordinated Evolution Of China's Green Growth Policy

Since the 21 st century,global problems such as economic crisis,environmental pollution,energy exhaustion,ecological degradation,poverty disease have continued to intensify.It has become an important factor restricting the progress of human beings,forcing countries to actively seek new economic growth poles.Green growth as the key path to achieve economic growth and response to climate change has been widely recognized by the international community.As the support of green growth strategy framework,green growth policy is the basic guarantee to achieve green growth target.At present,due to the complexity of policy environment and the diversity of implementation documents,green growth policy is facing serious implementation block problems.As an emerging policy management model,policy synergy,which is the intersection of policy science and Synergy theory,aims at combining different types of policy measures to achieve different policy objectives,and provides new decision thinking for solving the problem of policy execution block.It is of great theoretical and practical significance to study the coordinated evolution of China's green growth policy.On the one hand,we can make clear the strong and weak changes in the coordination degree of the overall,target and measures of China's green growth policy at different stages,which will help to analyze the driving factors of the policy evolution in different stages and the reasons of the policy implementation.In recent years,in view of the synergistic evolution of policy fields,it is focused on the qualitative analysis of the pattern,mechanism and effectiveness of a kind of policy synergy evolution through literature and case analysis,or through the analysis of the process of cooperation and evolution of policy subjects through word frequency statistics.The current research lacks the quantitative analysis to the policy content itself,also lacks to the policy internal factor coordination degree and the evolution question comprehensive discussion.In view of this,this article puts the policy text quantification under the green Growth Research frame,comprehensively discusses China green growth policy overall,the goal,the measure coordinated evolution situation.First,through the analysis of the international comparison and the practice of green growth in China,this study establishes the retrieval standard of Chinese green growth policy,and constructs the policy set with the first environmental protection law in 1979 as the starting point.On this basis,this study further screened out 354 Chinese green growth policy texts with high policy effectiveness and strongest correlation as samples of policy quantification.Then,this study adopts the research paradigm of content analysis method,according to the standard steps of "policy quantization-dimension-policy quantification standard-reliability test-policy quantization assignment",the content of 354 policy texts is quantified.Finally,relying on the measurement function of policy synergy,this paper measured the coordination degree of the overall,target and measures of green growth policy,analyzed the evolution process of China's green growth policy and its path problems,and expanded the new research ideas for the study of China's green growth policy.
