Waste electrical and electronic products have two sides,which are harmful to the ecological environment and have relatively strong resources.The implementation of the EPR fund effectively promotes the utilization of resources,but it focuses more on terminal governance and less incentive measures for green design of production.This paper assumes that the implementation of the EPR Fund reduction encourage manufacturers to conduct green production.As the same time,the product green degree of the manufacturer's decision variables is introduced.Secondly,three different recycling models were built: manufacturers' recycling,retailers' recycling and the third party's recycling,and compare the optimal decision under each model.Finally,a model was established which manufacturers and retailers collaborate,as the same time,compared the optimal decisions under centralized and decentralized decision-making..The conclusion shows that: the reduction of EPR fund can effectively improve the level of green products;In the case of decentralized decision,the product green degree is relatively higher and the negative effects to the ecological environment are relatively lower under the manufacturer's self-recycling channel.Under the centralized decision-making situation,the green degree of the product and the overall profit of the supply chain are obviously higher than the decentralized decision-making.Therefore,in the actual operation,the supply chain can be optimize through the incentive measures to promote the communication and cooperation among the members of the supply chain.
