As the resources and environment become more and more important,, the People’s Republic of China on Cleaner Production Promotion Law "has examined and adopted in2012, The enactment states that the enterprise should carry out the mandatory of recycling products and packaging, emphasizing the recycling of packaging. Recycling of packaging waste has catch more and more attention and the development in this area is still in its infancy, so the recycling of packaging waste has far-reaching significance.In this paper, from the government recycling subsidy point of view to reflect the producer responsibility organization (PRO), then the government could shoulder the responsibility of supervision and management to the non-exclusive recycling system. Further in order to achieve the mission of the producer responsibility organization, from the traditional government leading, the recovery behavior is changed into combine the Government with the manufacturer based on the manufacturers’profitability. The simulation analysis shows that the packaging waste recovery can make the profitability, and can enhance the manufacturers’positive initiative.to take recycling behavior.First, based on the status and current situation of solid waste recycling in china, this paper gives a full consideration to the features of our packaging recycling and the issues arising from recovery process, from the angel of the Extended Producer Responsibility system, the paper establish the packaging recycling system based on government regulation with the introduction of the, which is suited for China’s characteristics. Such a system advantageously used in guiding the design of the solid waste recycling system in China.Second, based on the characteristics of the non-exclusive recycling system, the paper builds the causal relationship diagram and flow diagram, and further uses the system dynamics to simulate the non-exclusive recycling system. From the view of manufacturers, consumers and Government, taking Tetra Pak for instance, and undering government subsidy policy background, the model simulate the impact of manufacturers’recycling behavior and social and environmental benefits to verify the feasibility of the manufacturers’recovery behavior and the Government’s recycling subsidy policy.The conclusion shows that,(1) From the perspective of government, when the manufacturer take the recycling behavior, the Government should take the recycling subsidy policy, which is beneficial to improve the manufacturers and the social environmental benefits, in addition, also bring the income to the government;(2) From the perspective of the manufacturer, if the Government does not participate in the recycling subsidies, it is profitable for the manufacturers to take the recycling behavior in the long run, but the manufacturers do not have the initiative to do it, if the government is involved in recycling subsidies, the manufacturer has the initiative to take recycling behavior, and the policy can motivate its long-term effective implementation. In addition, the government participation in recycling subsidies can promote the improvement of social and environmental benefits.(3) In our country the school milk scheme goes into the halt mode, the paper analyses and verify the reason why the project can not continue to carry out for a long time, by joining the recycling link, the paper prove that the recycling behavior can contribute to the long-term implementation of the school milk program.The paper provides a theoretical and policy support for the packaging waste recycling of the Government and recycling companies, following with practical case, it has directive significance for the building of the packaging waste recycling management system.
