The Non-capital Function Ease Countermeasure Research For Coordinated Development Of The Beijing-Tianjin-Hebei Area

Beijing is the capital city of China,and gets multiple functions of economic,cultural and political aspects,show the urban integrative function advantages.Due to the excessive concentration of city function,a serial of city problems,such as traffic,environment,economy,society,landuse and social welfare,come into being.Therefore,the design of city position and development direction has become a key issue of city governance of Beijing in future.In 2015,the concept of "non capital function ease" put forward officially.In the background of regional coordinate development of Beijing-Tianjin-Hebei region,the study of mechanism and strategy to ease the non-capital function is significant for theoretical and practical field.That will has important influence on the coordinated development between the capital function ease,development policy adjustment,and can promote the coordinated development of all urban system.Using the management science perspective,this thesis analysis the necessity of non-capital function ease in Beijing,that include four main aspects,developing background,current situation,change mechanism and empirical research.Considering the necessity and mechanism of function ease,the research mainly focuses on how to choose three elements;population,industry and land use,of non-capital function ease,and provide the suggestion for the non-capital function ease of the capital city.Base on current situation analysis,the author found the necessity of the non-capital function ease reflected in the following reason:(1)the mismatching of post and living space caused rising of commuting costs and serious traffic congestion.Population expansion increased the resources per capita,and widened the resource gap.People put forward new demands of city public services,and social welfare pressure increase;(2)the current Beijing city industrial structure is miscellaneous.Inconsistent industry,which does not meet the capital city positioning,hinder the healthy and sustainable development of the city.The low-level industries occupy additional production resource that put down the advantage of high-level industries.The industrial cooperation level in the Beijing-Tianjin-Hebei is low,thatdemand further optimize with the industrial structure;(3)Due to historical construction and the inherent scarcity of land resources,the city center land and gradually becomes saturated in the central city area.The city expansion decreases the overall control of the city,high land prices,and uplift of the house prices.Considering the capital city position of Beijing,and the experience international of the metropolis circle core city ease,the author provide following suggestions for the "non capital function ease" :(1)In population factors ease aspect,Beijing need to carry out employment suburbanization ease,that promote the balanced development of the population living and working space.The relocation of industry will lead the migration of population.That will reduce the population burden and promote the population structure to high education and young people.(2)In industrial factors ease aspect,Beijing need to carry out basic industrial relocation,industrial structure optimization and upgrading the con-complementary industrial structure in Beijing-Tianjin-Hebei area;(3)In land use factors ease: the old developing project need demolished and renovated,the approval of new developing projects should bestrict.Reasonable redistribution function design need considered,that would promote the equalization of land use spatial layout.Besides that,non-capital function ease is also required the coordinated development strategy between Beijing-Tianjin-Hebei.The author gives the following suggestions:(1)construct the population management and cooperation mechanism,undertake population migration;(2)construct the three regions development and undertake industry ease;(3)promote regional cooperation,break the regional land barriers.Base on the non-capital function ease and collaboration of Beijing-Tianjin-Hebei area,the development pressure of Beijing City will reduce,that will benefit the sustainable development of the capital mode.
