Study On The Policy Of Industrial Poverty Alleviation In Zhangjiakou City

Industrial poverty alleviation is the basic carrier of accurate poverty alleviation policy and the sustainable way to realize poverty alleviation in poor areas and poor population.Zhangjiakou city is the region with the most serious poverty degree in the poverty belt around the capital.12 of the 13 counties under its jurisdiction are poverty counties,and the number of poverty counties ranks first among the poverty counties under its jurisdiction in Hebei province.How to realize the poverty alleviation of the poor counties and population in Zhangjiakou city has become one of the important issues of Hebei province to win the three-year poverty alleviation battle.This paper makes an in-depth study on the industrial poverty alleviation policy in Zhangjiakou city,which undoubtedly has important practical significance.This paper adopts the methods of literature analysis,field investigation and case analysis to summarize the research results of domestic and international industrial poverty alleviation and make necessary comments.Under the guidance of sustainable development theory,human capital theory and empowerment theory,the concepts of poverty alleviation,poverty alleviation policy,precise poverty alleviation and industrial poverty alleviation are defined.Based on the definition of related concepts and theories,this paper analyzes the design and effectiveness of industrial poverty alleviation policies in Zhangjiakou city: Firstly,it summarizes the distribution and main characteristics of poverty-stricken counties in Zhangjiakou city,and divides poverty-stricken population type.Afterwards,it combed out the basic thinking of Zhangjiakou city in the process of implementing the industrial poverty alleviation policy.Finally,it made a case analysis of the initial results of industrial poverty alleviation in Zhangjiakou city,and summarized the role of industrial poverty alleviation in promoting the economic and social development in Zhangjiakou city.This paper analyzes the main factors restricting the effectiveness of Zhangjiakou's industrial poverty alleviation policy from five aspects of nature,human resources,land resources,financial resources and the use efficiency of poverty alleviation funds.According to the above-mentioned five restrictive factors,this paper puts forward some countermeasures and suggestions to improve the effect of industrial poverty alleviation policies in Zhangjiakou city.Zhangjiakou city is the region with the largest coverage of the poor population in Hebei province.It is of great practical significance for Hebei province to complete the goal of " removing the cap" of all poverty-stricken counties more quickly and better to explore the countermeasures of industrial poverty alleviation in Zhangjiakou.
