In 1949-1978,from mutual aid groups to primary co-operatives,from senior cooperatives to people's communes,the collective economy governed by the government achieved great success in 1952-1958,but in the middle and later stages it encountered great trouble,agricultural production efficiency underground and goods scarce.After the reform and opening up,the single-trunk mode of market governance has replaced the collective economy governed by the government.The enthusiasm of farmers has greatly improved.The rural economy has also undergone tremendous changes.However,the over-decentralized family production pattern has also restricted the further development of China's rural economy.The bipolar governance model of market and government is a commonplace and lasting controversial focus in modern economics.However,from the practice of rural economy in China,the government governance of big government and small individuals is inefficient in the allocation of private goods,and the market governance of large market and small production not only leads to no scale effect in agriculture,but also fails in rural externalities.Therefore,this paper attempts to jump out of the thinking framework of government governance and market governance,and analyze the possibility of rural cooperative economy from the perspective of community governance.The first chapter of this paper elaborates the research issues,briefly introduces the research background,research significance,research methods,technological paths and innovations.The second chapter defines the key concepts and makes a literature review of collective action,customs and rural cooperative economic organizations.The third chapter introduces the current situation and the reasons for the development of rural cooperative economic organizations in China.Chapter IV analyses the predicament faced by the single-agent,market-oriented and government-led rural economic development model.The fifth chapter constructs repetitive model,segregation model and survey cost model,and analyses that rural cooperative economic organizations can develop themselves into universal cooperation in a stable acquaintance environment.The sixth chapter summarizes the full text and puts forward countermeasures and suggestions and research prospects.The significance of this study is as follows: to explore the third governance theory besides market governance and government governance;to analyze the possibility of cooperative game in stable acquaintance environment besides classical teamwork theory such as frequent supervision,credible punishment and exit cost;to seek a way to balance the economic development and social benefits of rural areas.The way of governance;expounds the importance of personal image and altruism in group life.The conclusion of this paper is: based on the stable acquaintance environment in rural areas,community governance can not only make the output efficiency of rural cooperative economy more efficient,but also promote people's altruism,taking into account rural economic development and social governance.
