The Performance Evaluation Of Anxi's New Rural Social Pension InsuranceBased On Balanced Scorecard

China has entered the peak period of the aging population,and the aging of the population has become more and more serious.Compared with the more complete old-age security system in urban areas,the rural old-age pension problem is more urgent.Since 2009,China has started the pilot work of the new rural social old-age insurance,which marks the beginning of a new stage in the construction of the rural social old-age insurance system.The new type of rural social old-age insurance is directly related to the immediate interests of farmers and plays an extremely important role in maintaining rural social stability,promoting economic development and social progress.To evaluate the performance of the new rural social pension insurance and make corresponding improvement is of great significance to improve the rural social pension insurance in China.At present,the research on the new rural social pension insurance mainly focuses on the system design,fund management and other aspects.The comprehensive performance evaluation of the new rural social pension insurance is not many,and it lacks systematic and persuasive power.Based on the expanding coverage of the new rural social old-age insurance system,this paper makes an in-depth analysis of the implementation status of the new rural old-age insurance system in Anxi from the perspective of family characteristics,income level and insurance coverage,using questionnaires and interviews.It is found that there are many problems in the implementation of the new rural social old-age insurance,which are manifested in the following:low public trust,low contribution level,limited old-age security capacity,unreasonable government subsidies,poor fund preservation and appreciation capacity,and insufficient publicity.By analyzing the applicability of the balanced scorecard in the performance evaluation of the new rural social pension insurance,this paper puts forward the idea based on the balanced scorecard.A comprehensive evaluation index system of the performance of the new rural social pension insurance is established from the four dimensions of finance,public,internal management and learning and growth,and the performance of the new rural pension insurance in anxi is analyzed and evaluated.Based on the evaluation results of the four dimensions,combined with the field research,this paper puts forward the countermeasures and suggestions to improve the performance of the new rural pension insurance system and promote the construction of new rural areas in anxi.
