Study On Social Service Capacity Of Harbin City Farmer Cooperatives

In recent years,with the rapid development of the world economy,the process of agricultural modernization has been speeding up,especially in the western countries have basically achieved agricultural modernization,especially the United States Farmer Cooperation Organization is particularly famous in the world.Since the Third Plenary Session of the Seventeenth Central Committee of the Communist Party of China,as a large agricultural country,the process of agricultural modernization has been accelerating with the rapid economic development and the support of policies.With the support of science and technology,great breakthroughs have been made in various fields of agriculture.Heilongjiang Province is a big agricultural province in China.Agriculture is in a critical period of structural optimization and industrial upgrading.Developing farmers' professional cooperatives can effectively improve the level of agricultural industrialization and the degree of farmers' organization.It has played a role in promoting the agriculture and rural economy of Heilongjiang Province.However,Heilongjiang farmers' professional cooperatives are still in the initial stage,there are still some internal management is not standardized,the system is not perfect,the service system is not perfect,and so on.These problems hinder the promotion of social service ability of Heilongjiang farmers' professional cooperatives,hinder the process of agricultural modernization.Harbin is a representative city in Heilongjiang Province.In the process of marketization and modernization of agriculture,there are also many problems in farmers' professional cooperatives.The existence of these problems has hindered the improvement of agricultural socialization service ability of Harbin to a certain extent,and also affected the entire Heilongjiang Province.The process of agricultural modernization.Taking this as the background,this paper takes Harbin as the research object,through questionnaire survey,interview,quantitative and qualitative analysis,makes an in-depth evaluation and analysis of the status quo of the socialized service of farmers' professional cooperatives in Harbin,finds out its shortcomings,and combines the success of the socialized service of farmers' professional cooperatives at home and abroad.Experience,put forward the corresponding countermeasures and suggestions,to promote the income of farmers in Harbin,rural development is of great significance,to promote the income of farmers in Northeast China and rural development has a certain reference significance.According to the data,the number of registered farmers' professional cooperatives in Harbin is increasing year by year,with an annual growth rate of more than 30%.By June 2018,22.1% of the peasants had joined the society,25.3% of the cultivated land had joined the society,the quantity of which was growing steadily and the quality was improving gradually,but it was still in its infancy and primary stage.Unable to meet the needs of all members,77.67% of the respondents provided the means of production supply services,86.6% provided unified sales services,69.64% provided credit services and 69.6% provided science and technology popularization services;secondly,most of the respondents' societies did not operate properly and their mechanisms were not sound;finally,they did not have enough publicity and low awareness.Through the quantitative analysis of the index evaluation system of peasant professional cooperatives' social service ability,it is concluded that: B4 > B2 > B5 > B1 > B3,indicating that the urgent order of perfecting the service ability of cooperatives is sales service ability,processing service ability,financial service ability,production service ability,science and technology service ability.Combining with the problems existing in the socialized service ability of Harbin Farmers' Specialized Cooperatives,this paper puts forward some suggestions and Countermeasures to improve the agricultural socialized service ability of Harbin Farmers' Specialized Cooperatives from four aspects: improving the sales ability,the financial service ability,the management ability and the main service ability.
