H Testing Center of Qinghai is a geological exploration laboratory with the main function that undertakes the basic geological scientific research and the analysis,testing of mineral resources investigation and exploration between central and local governments,which is a state-owned geological prospecting institution.Since its establishment in 2000,it has been in the running state of "wearing the hat of public institutions and taking the way of enterprise management".In order to meet the needs of market demand and self-development,H Testing Center of Qinghai adheres to the principle of equal emphasis on public welfare projects and market projects.With the formation of market projects as the main and public welfare projects as the supplement,the demand for market projects is getting higher and higher,and the contradiction between the business system management and the enterprise production operation mechanism is gradually emerging.In 2011,the Central Committee of the Communist Party of China promulgated the "the Guiding Opinions of the Central Committee of the Communist Party of China on Promoting the Reform of Public Institutions by Classification"((No.5 of the Central Committee of the Communist Party of China,2011),and then the state has successively issued a series of documents to promote the reform of public institutions.AndH testing center of Qinghai is also facing the requirements of comprehensive "In order to adapt to the reform trend of public institutions and better promote the development of laboratory management,it is imperative for H testing center of Qinghai to carry out market-oriented reforms.Based on the knowledge of public management,this paper uses the literature research method and the empirical research method to develop the purpose of increasing economic efficiency and enhancing market competitiveness,and in view of the existing problems,the paper makes an analysis of the reasons from the following aspects: the influence of "no distinction between state-owned institutions and enterprises" on the development of units;thebackward management concept,which is not suitable for the current market situation;the lack of funds and the single source of funds;the limited use of instruments and equipment and the low utilization rate of instruments and equipment;the long detection process and the low detection efficiency;the lack of a sound business training system;the insufficient attention paid to information management;inadequate information resources management;imperfect incentive mechanism;lack of internal driving force among employees and so on.Based on the above analysis,this paper proposes a series of countermeasures such as changing ideas and improving service awareness;identifying development orientation and clarifying development direction;improving the technical level and enhancing its core competitiveness;integrating equipment resources in a market-oriented way;further improvement and innovation of human resources management;strengthening information construction and network construction;taking the road of cooperation and joint development,and further improves the safeguard measures of market-oriented reform.Through market-oriented reform,Qinghai H-test center can form an independent market subject,participate in market competition and achieve sustainable development.It can also activate the equipment resources and human resources of H-test center,stimulate its inherent potential,improve its work efficiency and enhance its market competitiveness.
