| By the national independent innovation demonstration zone as an example to analysis the policy transfer,the transfer network and the competition of policy.The paper hopes that by define the standard of demonstration zone policy transfer,to assess the current situation of demonstration zone policy transfer,to construct the network of demonstration zone policy transfer and to analysis the feature of transfer network.Thus,it can explore the policy competition of demonstration zone and put forward the influencing factors of policy competitiveness of demonstration zone.To select Shanghai demonstration zone management committee in 2011-2014 year work plan as the research sample,using the grounded theory research methods to analysis the management function evolution,and to explore the demonstration zone management system reform and the development trend.The study found that:(a)there is the intimate relationship between demonstration area of institutional changes and requirement of demonstration function;(b)the changes of the systems and mechanisms influence the contact of demonstration zone institutions,and play a huge role in the working process of the demonstration zone.(2)Collection the policies of Beijing,Wuhan,Shanghai,Shenzhen,Sunan,Chang zhutan from 2006 to 2015 and the policies were divided into talents,enterprise,industry,finance and others categories on the basis of policy content.Secondly,by using the grounded theory to text analysis,to define standard of demonstration area policy transfer and to depict different categories of demonstrat ion zone policy transfer chain.Then,through analysis the data of policy transfer,to understand the development present situation of demonstration zone's transfer policy and to research the influence of.Finally,put forward the demonstration zone's policy transfer quantitative index system,on the basis of predecessors,quantitative analysis the status quo of demonstration zone's transfer policy.There are universal policy exchanges and cooperation across the demonstration zones.And policy transfer has become the main source of demonstration.zone's policy establish.Different demonstration zone focus on different categories of policy.With higher levels of policy transfer,transfer policy category of Beijing and Sunan are comprehensive.Under the control of the influence of many factors such as resources,other demonstration zones select to transfer part of the policies according to their own development present situation and target in the process of policy transfer.As development is relatively lagging area,the situation of Chang zhutan's policy transfer is accept more,go out is not much,and accept the policy is also relatively junior.As a model of China,the influence of Beijing and Sunan's policy transfer is within the range of demonstration irreplaceable.With strong political significance,Beijing in resources and so on various aspects are better than the other demonstration zones,it is a leader in the demonstration area of policy transfer.As one of the best economic development zone,Sunan has Suzhou,Wuxi and Nanjing,such as a large number of excellent park areas.It has obvious advantages in the process of policy transfer.In addition,as a result of the limitation of policy function,the Shanghai's policy into serious insufficient in the policy transfer network.As one of the earliest demonstration zone,Shanghai's influence in the policy transfer process are not in accordance with its own ability.From quantitative results,enterprise policy is outstanding in the aspects of policy transfer dynamics,breadth and speed.The enterprise policy become the focus of the demonstration zone's policy development,and it is easy to be moved.Talent policy transfer speed is faster.Demonstration area development cannot leave the talents.In order to attract more excellent talents to join,demonstration zone has spared no effort in introducing talents,they are sensitive to talent policy of other demonstration zones.The Wuhan and Shanghai's enterprise policy and the transformation of scientific and technological achievements policy are more likely to be other demonstration zone transfer.Beijing's system construction and the enterprises policy are effectively.Shenzhen is focused on the development of the industrial policy.With great advantages of ground and economic,the enterprise and talent policy of Sunan walk in the forefront of the demonstration zones.On the basis of policy transfer chain,by using visualization tools,the paper to construct contain self-transfer networks of the national innovation demonstration zone and the policy transfer networks.At the same time,according to the two different identity in the network,namely policy transfer leader and the transfer adopter.The policy transfer network is divided into policy transfer network,policy transfer leader network and policy transfer adopter network.By using social network analysis,to research the centricity and degree distribution of the three policy transfer networks,to understand the importance and role of demonstration zone in different networks.Through the study found that:(a)all the policy transfer networks are accordance with the basic characteristics of scale-free.(b)Beijing and Sunan is the core in the policy transfer leader network.The ability of Wuhan,Shanghai and Shenzhen's transfer leader policy are in general,and the important degree is not high.Chang zhutan development level is lower than other demonstration areas,so the policy leader ability is poor,and it on the verge of network.(c)Beijing and Sunan is still at the core in the policy transfer adopter networks.But,the importance of the Sunan is low relatively.The importance of Wuhan,Shenzhen and Chang zhutan in policy transfer adopter networks are in a secondary position,and the importance degree of the difference among different policy transfer network is bigger.Shanghai belongs to the edge in the policy transfer adopter networks,influence is not consistent with its own development(d)In general,the Sunan and Beijing has equal ability,and both at the heart of the policy transfer networks absolutely.Importance of Wuhan and Shenzhen belongs to medium level in the policy transfer networks.Due to its obvious short board,Shanghai and Chang zhutan in the edge position in the policy transfer networks.On the basis of the existing policy transfer networks,if we see policy text as literature,the policy transfer is equivalent to literature references.Introducing h index,the paper puts forward the demonstration zone competitive analysis under the perspective of policy transfer.Combining policy transfer data of 2006-2015,it can get each demonstration zone's policy competitiveness index in 2010-2015.According to the results,we can discuss development demonstration zone's policy competitiveness,and on the basis of interviews,summarizes the factors affecting demonstration zone's policy competitiveness.Through the study found that:(a)from the perspective of the average of demonstration zone's policy competitiveness index,the policies of Beijing and Sunan competitiveness is strongest,innovation ability and the level of policy well ahead of other demonstration areas.Wuhan and Shenzhen's competitive level in the medium level,and the gap is bigger with Beijing and Sunan.The policy need to enhance competitiveness.Because of the influence of various factors,the Shanghai and Chang zhutan's policies are less competitive.(b)From the perspective of the development of policy competition calendar year,after the early rapid development,in 2014,the policy of competitiveness has entered a stable period.Unlike other demonstration zones,Shanghai's policy competitiveness index has not too big change.(c)The demonstration zone's systems and mechanisms,economic development level,culture and national support,ability of decision makers and the approach of the VII geographical location,the relationship between managers and the degree of communication between demonstration zones will affect the policy competitiveness of
