Study On The Dilemma Of "Aim Offset" And Its Breakthrough Path In Precision Poverty Alleviation

The existence of different levels of poverty is a serious obstacle to the full realization of human rights,and the reduction and eradication of poverty is an important element in guaranteeing human rights.In recent years,with the deepening of China's poverty reduction actions and poverty reduction and development work,the heat of precision poverty alleviation is getting higher and higher.At the same time,the distribution of China's poverty targets has changed from a patchwork to a point.Due to the dispersion of the distribution and the increase in the cost of poverty alleviation,precision poverty alleviation has become the only way for China to continue to promote poverty alleviation and development.But the structural contradiction between top-down decision-making and bottom-up appeal,The single identification and human subjective factors caused many disturbances in the process of targeted poverty alleviation,such as the "contradiction between supply and demand",the leakage effect,the "interference" phenomenon among the poor,the phenomenon of participation in apathy,and the supervision of blind areas in human difficulties.The process of targeted poverty alleviation has been severely affected.Due to the "inaccuracy" of poverty targeting,not only the number of poverty targets can not be effectively reduced,but also the country's financial,material and human resources are greatly wasted.On this basis,the academic research of precise poverty alleviation has been increasing year by year.At present,academic theoretical research and academic research have emerged endlessly.However,the research and discussion at the practical level is insufficient,which to a certain extent increases the disconnect between the theory and practice of precision poverty alleviation.This article aims at five major dilemmas.This paper analyzes the structural contradiction between decision-making and appeal,single dimension recognition and multidimensional poverty status,the conflict of interests of the main body of poverty alleviation,the heavy dependence of the "big government" path,and government oversight of the government from the institutional level,technical level,operational level,ideological level,and supervisory level.The five root causes of the defects of the same body supervision.In view of these five difficulties and reasons,this paper proposes the establishment of a network targeted poverty alleviation system that combines topdown decision-making with bottom-up appeal(three-dimensional management mechanism),poverty measurement width and depth(“cross” recognition mechanism),and comprehensive supervision by multiple subjects.We will break the current predicament of targeted poverty alleviation,effectively improve the effectiveness and efficiency of poverty reduction,and promote poverty reduction and development in China,so as to contribute to the cause of poverty reduction.
