Poverty is a global problem that plagues the development of countries around the world.Since its inception,New China has been committed to poverty alleviation and has achieved great results.In the report of the 19th National Congress of the Communist Party of China,all levels of government are required to take the fight against poverty as a major political task.However,as China's remaining poor families and populations have fallen sharply,the efficiency of poverty reduction has declined.This requires the government to change the original extensive poverty alleviation system and turn to "precise poverty alleviation." To achieve accurate poverty alleviation,we must achieve accurate identification and precise assistance.In the context of precision poverty alleviation,multidimensional poverty research extends poverty identification and targeting mechanisms from income orientation to multidimensional areas,while emphasizing family-level poverty alleviation strategies,analyzing different poverty situations,and ensuring that assistance measures and effects are implemented.It helps the poverty alleviation work to be driven by poverty reasons,due to people's local policy,and the type of poverty,which has improved the effectiveness of poverty alleviation to a certain extent,and is of great significance for ensuring the smooth implementation of precision poverty alleviation work.The article uses the data from the China Health and Nutrition Survey(CHNS)in 2011 and 2015 to improve the equal-power deprivation matrix in the multi-dimensional poverty index measured by the AF method,using equal rights,adjusting the income index,and the BP neural network.The empowerment method measures the multidimensional poverty of our family from 12 indicators including education,health and living standards and income.By comparing the robustness and reliability of the measurement results,a weight system with higher accuracy,that is,adjusted weights,is determined.Finally,under this weight,the multi-dimensional poverty index of China is deeply decomposed and analyzed based on the characteristics of urban and rural areas,provinces and families,and the contribution rate of each indicator to the multi-dimensional poverty index in different regions and different family characteristics is explored.The results show that the incidence of single-dimensional poverty in health facilities and education years is higher;the per capita income has the greatest contribution to the multi-dimensional poverty index;the rural poverty is more serious than the urban;the multi-dimensional poverty in the central and western provinces is higher;Households with more members,older heads of households,and lower education levels are more likely to be poor.In addition,the contribution rate of each indicator to the multi-dimensional poverty index of different regions and different family characteristics is not the same.At the end of this paper,according to the distribution characteristics and causes of multi-dimensional poverty,from the development of characteristic industries in poverty-stricken areas,broadening the educational channels for adults,promoting the construction of small towns in the central and western regions,and establishing health funds for the elderly,this paper provides concrete guidance for improving the effectiveness of China's precision poverty alleviation.Suggest.
