Exploration On Precision Poverty Alleviation In Rural Areas Of Eastern China

In October 2015,President Xi Jinping pointed out at the High-level Forum on Poverty reduction and Development that 2020 was a crucial period for China to build a well-off society in an all-round way,and the most difficult task was to lift all the poor out of poverty.In the nearly five years,we are required to do a good job in poverty alleviation,precision poverty relief,give policy according to local situation,improve the efficiency of poverty reduction.At present,the poor population in our country shows a trend of dispersion,not only geographically,but also in terms of age,skills,and causes of poverty.Therefore,the concept of poverty alleviation in the past has not been suitable for the present poverty alleviation situation.Precision poverty alleviation should be carried out.The innovative role of precision poverty alleviation lies in that it can not only accurately apply more poverty alleviation resources to the poor people,but also improve the poverty alleviation mechanism of poor households and achieve the precision of poverty relief.Precision poverty alleviation is the most effective and highly respected idea of poverty alleviation in rural areas at present.Since the idea of precision poverty alleviation was put forward,China has received great attention from domestic and foreign scholars and international organizations,and has achieved certain research results.These achievements mainly focus on the poor areas with slow economic development in the central and western regions.Most of the theoretical results obtained are also applicable to the central and western regions.However,there are very few research results in the poor rural areas in the east.This paper mainly studies the precise poverty alleviation in the eastern rural areas,and adopts the literature analysis method.questionnaire survey,interview,comparative study and other methods,taking X County of Hebei Province as an example.The article is divided into seven parts: the first part,introduction,introduces the background and significance of the research,comprehensively expounds the connotation of poverty,the causes of poverty,andthe anti-poverty strategy at home and abroad and the course of poverty alleviation in China.At the same time,this chapter introduces the research ideas,research methods and innovation points.The second part,the related concepts are defined and the research samples are introduced.This part defines the concept of poverty,accurate poverty alleviation,and introduces the theoretical basis of this paper.The natural environment,economic situation and current situation of accurate poverty alleviation in X county were summarized.The third part,the actual situation of the poor households in the sample area.By descriptive analysis and logical regression analysis,the characteristics of poverty in eastern China are obtained.In the4 th part,the problems and causes of the precision poverty alleviation in rural areas are analyzed.Through the investigation and analysis,it is found that there are still some problems in the eastern region,such as the Industry Poverty Alleviation predicament,the structural predicament of Precision Poverty Alleviation and the lack of endogenous power of the poor households,and so on.The causes of the problems are the backward development of rural economy,the lack of human resources,the backward construction of spiritual civilization and the deep-rooted poverty culture.Through summing up the practice of poverty alleviation in Bijie,Luquan,Shihaitong Village and other places,the paper puts forward that precision poverty alleviation should be innovated,empowered,strengthened and so on,so as to provide reference for accurate poverty alleviation in the east.Part 6th,the countermeasures and suggestions for accurate poverty alleviation in eastern rural areas.Based on the present situation and problems of poverty alleviation in eastern China,this paper puts forward some suggestions on the basis of reference to the experiences and lessons of poverty alleviation in other regions.Precision poverty alleviation should accurately identify the characteristics of poverty in the eastern rural areas,give full play to the advantages of poverty alleviation in the east,and focus on improving the endogenous motive force for poverty alleviation among poor households.Continue to improve the government's work mechanism of precision poverty alleviation.At the same time,the government put forward some measures for precision poverty reduction.The seventh part is the summary and shortage.Precise poverty alleviation needs the joint efforts of the government,the society and the poor.Only by building a reasonable poverty alleviation structure can we achieve precise poverty alleviation and accurately shake off poverty.
