Research On Government Science And Technology Subsidy,Enterprise R&D Management Ability And Innovation Performance

In the process of economic transformation,scientific and technological innovation is an important support point.The policy mechanism and the efficiency of innovation have become the forefront and focus of research at home and abroad.Good government mechanism enables enterprises to improve their innovation efficiency.Therefore,the matching between government's technological innovation policy mechanism and enterprise's innovation performance is particularly important.There are a lot of scholars on government support and enterprise innovation.In the past,most of the past research focused on the direct impact of government support on enterprise innovation performance.Recently,third variables have been introduced to study the indirect effects of the relationship.The original adjustment variables of government support and enterprise innovation performance are mainly concentrated on the characteristic variables of the enterprise and the variables of the enterprise in the strategic management..In this paper,we introduce the variables of enterprise research management capability,and study how government support affects the performance of enterprise innovation under the adjustment of enterprise's micro level.In the paper,the government's scientific and technological subsidies are selected to measure the government's support for enterprise innovation.According to the theory of government intervention and the theory of technological innovation,the direct influence of the government's scientific and technological subsidy on the enterprise innovation performance is studied,and the third variables are derived from the enterprise capability theory and the resource base theory.In the paper,empirical analysis and case analysis methods are used to study the problem.First,the following conclusions are drawn from the empirical evidence of the listed companies in Shenzhen and Shanghai in 2011-2013 years: the government scientific and technological subsidies have a positive correlation with the enterprise innovation performance,and the ability of enterprise scientific research management has played a regulatory role in this relationship.The effect of government subsidy on the innovation performance of private enterprises is stronger than that of the state-owned enterprises,which is related to the differences between the organizational structure and incentive system of the state-owned enterprises and the private enterprises.The ability of enterprise scientific research management is divided into three aspects,which are the proportion of enterprise R & D personnel,enterprise industry and research cooperation and enterprise intellectual property management.These three aspects all regulate the positive correlation of the government's scientific and technological subsidy and the enterprise innovation performance,in which the proportion of enterprise R & D personnel is the strongest.Secondly,a case study of a pharmaceutical manufacturing company is selected,and the previous empirical conclusions are verified from the perspective of individual practice.Finally,based on the above conclusions,the paper gives suggestions from two perspectives: government and enterprises.
