Small and medium-sized industrial enterprises(smes)is an extremely important part of national economy,in the face of the complex macroeconomic environment at home and abroad in recent years,at the same time as part of the rise of emerging industries,with industrial information,the Internet of things technology,intelligent machine manufacture and so on the advanced technology by leaps and bounds,most small and medium-sized enterprises in transition development difficult.Complex external macro economic problems and conditionality factors inside the enterprise work together,to the sustainable development of small and medium-sized enterprises bring different degree of obstacles,the powerful market reversed transmission mechanism continually promote the pace of transformation and upgrading of small and medium-sized enterprises.Aiming to these problems,Chinese government puts the sustainable development of the small and medium-sized enterprises on the strategic level and publishes dozens of policies to help these companies pass through the difficulties,including policies guidance and funding support.The formulation and implementation of public policy is the most important key point in the implementation of the policy.Whether a public policy is able to achieve the desired objectives is the key to the rationality and feasibility of the implementation.The formulation and implementation of policy is the process ofputting the target into practice.The quality of the target results is the key to the testing policy.This paper takes small and medium-sized enterprises as the carrier of research,adopts the industry supporting policies promoted by the Xishan District Government to promote the transformation and development of SMEs as research objects,and conducts in-depth studies on the characteristics and references of regional support policy formulation.At the same time,it tries to identify the problems and shortcomings in the regulatory process and to build new ideas for the government to formulate industrial support policies,with a view to formulating industry support policies with strong pertinency,high precision,and perfect implementation and supervision mechanism,and providing relevant industrial support policies which other regions can learn from.The first part of this paper defines the concept of industrial support policy,the development history,the necessity of policy and the existing problems.The second part elaborates the theoretical basis of new public management and comparative advantage development strategy theory and lays a good foundation for the following empirical analysis;The third part,based on the economic development of Xishan District of Wuxi City and the development of SMEs,combined with the author's own participation in the formulation and implementation of industrial support policies to promote the transformation and development of SMEs,this paper conducts research about the formulation,implementation and supervision process of supporting policies,tries to find out the existing industry support policies to promote the economic and social contribution of SMEs,and figures out the problems and causes in formulating and implementing policy;In the fourth part,taking the special support funds for technological transformation in the industrial support policy as an example,this paper conduct an in-depth empirical analysis of policy performance evaluation,and studies the role of the implementation of this policy in promoting the transformation and development of SMEs;the fifth propose the policy formulation trend and improvement direction based on the theoretical and empirical research above;The sixth part proposes the inadequacy of the paper and the prospect of future research.
