Performance Evaluation Of Financing Support Policies For Small And Medium-sized Enterprises In Changzhi

At present,China's economy has entered a stage of high quality development from the stage of rapid growth.In this situation,the advantages of strong innovation ability,flexible mechanism and high market sensitivity are accentuated among small and medium-sized enterprises,and their contribution to the national economy is growing.The report at the 19th National Congress of the CPC also proposes to strengthen support of the innovation of small and medium-sized enterprises and encourages the social subjects to devote themselves to the innovation,which indicates small and medium-sized enterprises will be more and more important in social development,transformation and upgrading in futureSmall and medium-sized enterprises are facing problems due to their small scale,the imperfect system and unfairness of the social environment.The most common problem is financing.Government departments need to carry out relative supports policies in order to solve these problems.In countries where small and medium-sized enterprises develop rapidly,a relatively sound financing support policy system has been established,and the implementation effect is also remarkable.In China,the relevant departments at all levels have also issued financing support policies.However,whether the implementation of these policies have achieved the desired goal,it is necessary to evaluate the performance of the policy.Taking Changzhi city of Shanxi Province as an example,this paper combs the financing support policy of small and medium-sized enterprises since 2014.Taking the implementation of these policies as the research objective and policy performance evaluation as the breakthrough point,the policy performance evaluation index system is established via using the relevant theories of public policy science.Then after conducting performance evaluation and analyzing the results,feasible suggestions are put forward to improve policy performance.
