The Influence Of Agricultural Production Structure Adjustment On Farmers' Income In Jilin Province

The agricultural production structure is affected by multiple factors such as resources,markets,technology,consumption,industrial policies,and the country's macro-orientation,and it shows dynamic changes in different periods and regions.As a strategic base for safeguarding national food security,corn production in Jilin Province accounts for 76.9% of grain production,agricultural operating income accounts for 70% of the per capita net income of farmers' families.A series of national policy measures such as structural reforms on the agricultural supply side will affect the farmers' planting structure,which in turn has a synergistic effect on farmers' income.This paper analyzes the changes in the structure of agricultural production and the source structure of farmers' income in Jilin Province over the years to clarify the mechanism of the adjustment of agricultural production structure to farmers' income changes;based on macro-statistical data,constructs an econometric model to analyze systematically the effects of the adjustment of agricultural production structure on the growth of farmers' income and the main influencing factors in the period 1991-2015 in Jilin Province.Using the micro survey data,the paper analyzes the changes in the agricultural production structures including the internal structure of grain crops,food farm crops and cash crops structure,and planting and breeding structure,and their impact on farmers' income during 2015 and 2016 in Jilin Province.The main conclusions are as follows:1.The structure of output value of agriculture,forestry,animal husbandry and fishery in Jilin Province changed significantly.The proportion of output value of agriculture and animal husbandry was 50.1% and 44.5% respectively,the agricultural structure coefficient was reduced from 2.58 to 1.00,and the lowest value was 0.86,indicating that the pattern in which planting was the absolute subject was break in.In the planting industry,corn,rice,and soybean account for more than 90% of the total grain planted and 74.8% of corn.The internal structure of the planting industry is too single to be the primary issue facing structural adjustment.2.The income composition of farmers in Jilin Province changed,and the proportion of wage income,operating income,property income,and transfer income in per capita net income changed from 11.2:85.3:2.1:1.4 in 1991 to 18.5:69.6:1.8:10.2 in 2015.The pattern dominated by household operating income has not changed,and wage income has become a new revenue growth point.3.Such factors as efficiency,input,and policy in the adjustment of agricultural production structure have contributed to the farmers' income of Jilin Province.The regression coefficients are 0.9501,0.7614 and 0.0738.Those indicators including the ratio of the sown area of grain crops,the proportion of the value of animal husbandry and the price index of agricultural products with the income of farmers showed a negative relationship,indicating that the impact of these factors on the income of farmers needs to be viewed in a dialectical way,and the role of these factors for increasing the farmers' income should be played with the creation of comprehensive conditions.4.Affected by the relevant agricultural policies,the adjustment of agricultural production structures including the internal structure of grain crops,food farm crops and cash crops structure,and planting and breeding structure has little effects on the income of surveyed farmers during 2015 to 2016.The change of agricultural production structure is characterized by a simultaneous reduction in the area of various food crops,an increase in the area of cash crops,and an increase in the scale of family breeding.Without considering the subsidies,the adjustment of food farm crops and cash crops structure,and planting and breeding structure has become an effective way to increase farmers' income.5.Under the strategic positioning to ensure national food security,the adjustment of agricultural production structure in Jilin Province should transform the mode of agricultural production and management,coordinate the planting structure and spatial layout of food crops,cash crops and feeding,form a new model in which combines the grain,animal husbandry,characteristic agricultural products and agricultural processing industry and integrates primary industry,secondary industry and tertiary industry,and construct modern agricultural production structure and regional industrial layout.
