| Along with the rapid development of urbanization, land, as the livelihood to farmers, is going to make a big change. The truth that Large-scale agricultural land is transferring for non-agricultural use leads more farmers to leave there land and to become a special population community: land-lost peasants or landless peasants. After losing land, landless peasants have to face A series of livelihood problems such as identity conversion, employment, adaptability and the way of living and production. if these problems can not be resolved promptly and effectively, more social problems will emerge. The thesis makes great efforts to conduct a survey to get a basic understanding of the farmers in the city of Bijie. In the light of sustainable development theory, we come to the conclusion that the famers’ livelihood capital plays an important role in decreasing the natural capital, material capital, financial capital and social capital of the farmers who have unfortunately lost their land resource. Except for the fragile environment the famers have to face, the unreasonable policies of government and insufficient supervision of various departments also contribute to the fragility of these different capitals. After the detailed analysis of these factors, we could possible make a summary of these policies and thus provide our government with some sound advice which could improve the living conditions of local farmers. These proposals can be illustrated as follows: the government could achieve the goal of improving the natural capital of land-lost famers if they can properly allocate the compensation models and further improve the utilizationefficiency of remaining land of these farmers; The job-promoting policies of the government should be enacted and put into practice immediately, Meanwhile the investment in the project of inter-generational transmission should be expanded. In addition, we must establish the public service system in places where land-lost farmers are now living in and ensure all the farmers can rent their houses in order to increase the material capital of these farmers; we must optimize the resettlement compensation policies and financing policies so as to increase the financing capital of farmers; In the end, we must realize the significance of establishing the cooperative organizations to empower the capabilities of these land-lost farmers to expand the social capital. |
