Research On The Benefit Distribution Of Cooperative R&D Project Of Military And Civilian Integration

Under the new era background,China's defense science and technology industry faces two major tasks: Military construction and economic construction,the fundamental way to realize the effective unification of the two tasks is to comprehensively promote the strategy of civil military integration.Since twentieth Century,China has continued to explore the development model of civil military integration,and now more emphasis on military and civilian integration in a wider range,higher level and deeper level.Until now,the civil military integration has risen to the national strategic height,and the effective practice in many countries has proved that the civil military integration strategy is necessary and feasible.But at present,the civil military integration system is not perfect in our country,and there is a lack of quantitative research about interest distribution.Firstly,according to China's civil military integration development situation and the scholars research of civil military integration,the paper design structures of civil military integration management,path execution,collaborative research and development,interest distribution mechanism,clearly describes the related issues under the background of civil military integration according to the structures,and on this basis,starts to research the method of profit distribution.The paper focuses on the distribution of interests,analysis this point according to the already research of collaborative innovation interest distribution theory: Principal agent theory is widely used in the field of supply chain and cooperation field with distinct principal-agent status,but less applied to collaborative innovation;Fair preference theory provides a more scientific perspective for the study of interest distribution.In order to reflect the practical characteristics of collaborative innovation activities,this paper introduces the theory of fairness preference;In addition,considering the background characteristics of civil military integration,the knowledge sharing factor is specially introduced.So this paper establishes a collaborative innovation benefit allocation model based on the principal agent theory,combined with knowledge sharing effect and fairness preference,and look for the optimal profit distribution mode.Considering the difference between “Army industry join in civil” and “Civil industry join in army”: about outcome,army join in civil can be affected by market,but the other path is not;about cost,army join in civil is a technology down grade process,research cost is low and don't have secret keeping cost,but the other path is opposite;about income,army join in civil focuses on the actual income about technology,but the other path focuses on the income about money.The paper established two benefit distribution model according to the difference of this two path.Finally,this paper comes to a conclusion according to the result of the model,and points out the changing method and results of the benefit distribution model influenced by each factor,and puts forward the guiding suggestions for the benefit distribution.
