Research On Collaborative Innovation Network And Evaluation Of Collaborative Innovation Ability Of Emergency Industry Cluster

With the rapid development of Chinese economic society and the increasing demand for public security,Chinese emergency industry is rapidly rising and developing.In December 2014,the State Council issued the "Opinions on Accelerating the Development of Emergency Industry".The policy put forward to promote the development of emergency industrial cluster and other 5 major tasks,and the emergency industry ushered in new opportunities for development.Emergency industry has wide coverage and long industrial chain,and it is helpful to adjust and optimize the industrial structure and enhance the economic vitality by developing the emergency industry.So emergency industry is expected to cultivate new economic growth point.Industrial cluster is an effective way to promote the development of emergency industry.Industrial clusters can make the enterprises with geographic location,similar or complementary types achieve resource sharing,collaborative development,and form a gathering economic effect.Under the background of China's economic transformation and upgrading,the role of industrial clusters in economic development has become increasingly prominent.The vitality of industrial cluster lies in continuous innovation.However,the synergy of China's emergency industrial clusters is not strong,resulting in weak innovation capacity,which to some extent hindered the rapid development of the emergency industry,which has become an important challenge that government is facing,it is very urgent to study the collaborative innovation ability of emergency industrial clusters.Therefore,based on the network perspective of cluster collaborative innovation,this paper studies the evaluation of collaborative innovation ability of emergency industry cluster.It is of great significance to find out the key indicators that affect the ability of collaborative innovation of emergency industrial clusters,and further enhance the ability of collaborative innovation of emergency industrial clusters.On the basis of summarizing the domestic and foreign related research results,this article begins with the industrial cluster,collaborative innovation,collaborative innovation and other related concepts and theory to define the emergency industry and emergency industry clusters.Then,the paper analyzes the relationship between the entities in the emergency industry cluster through the interaction of logistics,capital flow,information flow,technology flow and talent flow.Further,emergency industrial clusters collaborative innovation network is proposed,which includes seven collaborative innovation relations chain among government,enterprises,universities and research institutions,financial institutions and intermediary service institutions.At the same time,in order to ensure the effective operation of the coordinated innovation network of the emergency industry cluster and achieve the maximum synergistic effect,the paper puts forward the mechanism of collaborative innovation network operation of emergency industry cluster with synergies,innovation motive force,communication learning,joint complementarity and evaluation feedback.On the basis of the analysis of the current situation and characteristics of the development of the emergency industry,this paper constructs the evaluation index system and the corresponding evaluation model of the collaborative innovation capability of the emergency industrial clusters,including 7 first level indicators and 21 secondary indicators.Then,the paper evaluates the industrial clusters of emergency vehicles in Suizhou city by using the method of multi-level grey comprehensive evaluation.After that,some suggestions are put forward to improve the innovation ability of emergency special vehicle industry cluster.
