Bio-pharmaceutical industry as a branch of the biotechnology industry is one of the seven national strategic emerging industries, and also becomes the fierce competing point from all countries in the 21 st century. Due to the five kinds of characteristics of bio-pharmaceutical industry itself, technological innovation has become a fundamental standpoint of its sustainable development. Under the current tendency of integration of economy and science technology, open collaborative innovation is an effective path to enhance the innovation ability of bio-pharmaceutical industry.In recent years, the biomedical industry has become one of the ten strategic emerging industries in Jiangxi, which constantly improves its scale and quality, in return, laying certain foundation on its development and brand technology. However,owing to some factors' limitations, there are still some deficencies and flaws on the technological innovation capability of Jiangxi bio-pharmaceutical industry comparing to the developed districts. Therefore, in order to further enhance the competitive advantage of the industry in Jiangxi, we must focus on innovation and development capacity in this industry, especially its ability to enhance collaborative innovation,which has great practical significance.This paper firstly breifly introduces the relative study of bio-pharmaceutical industry innovation and reviews the domestic and foreign theories about collaborative innovation mechanism, under which it analyzes the current status of the collaborative innovation in Jiangxi bio-pharmaceutical industry. Then, according to the analysis of the bio-pharmaceutical industry collaborative innovation ability and its theoretical affecting factors, the author establishes the evaluation system from three aspects. Next,combined with the technological innovation development base of bio-pharmaceutical industry in Jiangxi Province, by adoption of suitable methods, the study adopts the statistical methods of Factor Analysis system and SPSS statistical software to assess the collaborative innovation capability of Jiangxi Province. The empirical results show that the rank of innovation output factor is acceptable, while the industry body input factors and the environmental supporting factors are inadequate investment.Lastly, based on the qualitative and quantitative analysis results, multi-angle solutions are proposed to improve the capacity of collaborative innovation in Jiangxi Province,such as strengthening efficient investment and the introduction of talents, constructingthe multi-level research platform, diversifying financing system and creating a open and fair market economy environment.
