Analysis Of Influencing Factors Of Rural Homestead Exiting In Jilin Province And The Research On Policy Cohesion

At present,the rapid operation of our country's social economy,the pace of industrialization and urbanization continues to accelerate,a large number of farmers pour into cities,in the process of our country rural land use,most of the rural homestead is free,and there is widespread inefficiency and waste,"one more curtilage" phenomenon caused serious waste of land resources,the outstanding vacancy phenomenon and the widespread existence of the invisible circulation market.This large amount of idleness is not conducive to China's protection of arable land and food security,which is not conducive to rural social stability.In 2018,the "central one document" proposed the implementation of the rural revitalization strategy,and promoted the new policy of "three-power separation" of rural homestead.Therefore,on the basis of ensuring China's grain demand and protecting arable land,how to adapt to the demand of the urban construction land,is the problem that China has to deal with at present,the innovation of rural land system is imperative.In this paper,a sample of 200 valid questionnaires were selected from 28 natural villages in the eastern,central and western cities of Jilin Province and in the outer suburbs of the city,by using questionnaire and depth interview to obtain the data,based on the theory of behavioral economics and reasonable design of questionnaire,the research results are statistics by using the binary Logistic regression model in SPSS19.0,from household characteristics and the endowment effect,fuzzy,anchoring psychology,conformity demonstration effect,altruism reciprocal behavior and other factors,the positive,negative significance and influence level of the influence factors of the farmers' intention to exit the homestead are obtained.The results show that,from the characteristics of farmers,the influence of farmers' age on the exiting is negative,and the influence of education degree and the degree of farmers' employment on exiting is positive;the endowment effect causes the farmer not to estimate the increase objectively,and the effect of exiting is negative;The status quo bias,fuzzy aversion of peasant households and the anchoring psychology of negative events are negatively affecting the exiting of homestead;group conformity,demonstration effect,altruism,reciprocity behavior positively affect homestead exiting.Through the analysis of the basic principles of exit of house-site in the countryside,the selection of rural homestead exit mode,the program of house-site exiting in the countryside,and compensation standard and way of rural homestead,the system of rural homestead exiting in Jilin Province is constructed.At the same time,policy guidance should be gradually strengthened in the exiting process to eliminate the cognitive biases of different subjects;farmers' will should be respected reasonably and effectively,it should attach importance to land policy,resettlement compensation,implement social security,employment and children education,and deal with a series of problems after the homestead exit.
