Analysis Of Willingness And Influencing Factors Of Different Types Of Households Exiting Homestead

Rural homestead has long been the essential land which Chinese peasants are living and dwelling. As for Chinese peasants, homestead is not only a factor of production, but also a necessary measure for social security According to Chinese policy, the land ownership of rural homestead is retained by the village collective, peasants have the right to use the land for free. This policy helps to protect the peasants’land rights and interests to a certain degree. But, accompanied with the accelerating of urbanization, the urgent desire for land conversion driven by market and the implementation of rural construction land reclamation, the government’s need for rural homestead is keep rising. However, due to the burgeoning urbanization and the reform of household registration system, both the threshold of immigrating to cities and the famers’dependence on their own homestead are keep lowing, which make the rural homestead’s exiting becomes necessary. The withdrawal of homestead will surely provide benefits for optimizing the land resources allocation, it is crucial that the process can be implemented smoothly.The principle of homestead’s exiting is peasants voluntary, therefore, it is of great important to find the factors affecting peasants make their decision to exit homesteads when formulating relative policies. Appropriate policies can certainly promote the homestead’s exiting, but the factors may be different due to the distrinct type of peasants.This paper based on the urban-rural coordination, takes the peasant household as the object of study, first explains the fundamental theory and analyses the factors affecting peasants make their decision to exit homesteads in theory.Then uses the survey data to classify peasant households into 4 types with the index which can directly reflect their income and by-business degree. Finally through a regression model established, obtaining the factors which impacts different types of peasants’ choices. According to the research, the article has some conclusions as follows:1.In general, about 35.27% peasants express their willingness to exit homesteads. It is indicate that peasants who would like to exit homesteads are stubbornly small.2.The factors affect the peasants which only do agricultural business are more about living and dwelling, they have a higher willing in homestead withdrawal; the factors affect the peasants which both do agriculture and non-agriculture business are more about social security and economic income, they have a medium willing in homestead withdrawal; the factors affect the peasants which almost do non-agriculture business are not about living but future security and employment opportunities, they are more sensitive to income distribution, and have lower willing in homestead withdrawal.
