Oil tank capacity is growing increasingly,once the fire and explosion event caused by oil running,emitting,leaking,dropping,etc.,unreasonable and untimely emergency decisions will lead to serious casualties,economic losses,and bring disastrous results.Therefore,this paper analyzes the evolution process and the hazard scope of fire and explosion accident,establishes the emergency response system of accident and analyzes its influencing factors and dynamic properties,and adjusts the emergency decision plan dynamically.The main research work is as follows:(1)The evolution and the scope of oil tank fire and explosion accidents at home and abroad are researched,the research status of emergency response study,the application of the system dynamics the application of system dynamics in emergency decision-making.And the shortcomings of existing research are summarized.(2)The formation condition of oil tank fire and explosion accidents is analyzed,including the ignition source,combustible and combustion.the evolution characteristics,the dynamic of emergency decision and the function of emergency decision model.Emergency decision-making functions include emergency response,emergency information collection and analysis,emergency program generation,emergency decision-making information feedback,and emergency decision-making options.(3)The boundary of the evolution of oil tank fire and explosion is determined,the system dynamics causal circuit diagram is used to establish the evolution path of oil tank fire and explosion accident,which is used to analyze the influencing factors of evolution path.The stock flow map is established,and the tree model is used to decompose the complex stock flow map.The differential equations of different types of fire types are established,the mathematical relationship of fire and explosion evolution is analyzed,and the evolution process of fire explosion of M depot with 50000 m3 tank is analyzed.(4)The formula for calculating the hazard range of oil tank fire and explosion is analyzed.The hazard range of fire and explosion of 50000 m 3 oil tank in M depot is simulated,and the influence of atmospheric stability and wind speed on fire and explosion is analyzed.(5)The emergency decision-making system includes the emergency decision-making goal,the decision-making central system,the decision-making auxiliary system,the decision-making system and the decision-making information system.The influencing factors and the dynamic of the system in the emergency decision-making model are analyzed.According to the law of accident evolution,the hazard range of the accident and the influencing factors of the emergency decision model and the dynamic adjustment of the emergency decision program.
