The rapid development of Global trade and economic integration promoted the rapid increase of China's total export-import volume.It also brought new opportunities and challenges to the development of logistics industry.Bonded warehousing was one of the important links in logistics,and played a role of balancing the relationship between supply and demand in the supply chain.Efficient and reasonable warehousing process could help enterprises to speed up the flow of materials,reduce costs and guarantee the smooth production.Company X was a third-party logistics service company.Which mainly provided services for automobile manufacturers and related automobile parts suppliers.The service of bonded warehousing was a major business of company X,which could bring a lot of revenue every year.Due to the need for real-time requirements of customer factories to carry out outbound operations,the mode of "batch delivery and centralized customs declaration" was adopted by company X.Although this mode was simple and effective for company X,it was contrary to the customs supervision policy.So that company X was often punished by customs.It would not be conducive to the development of company X.In order to solve the problem above,the development of the related theory in warehousing process improvement were summarized firstly in this paper.This work would lay a theoretical foundation to sequential research.Secondly,combining with the facts of the bonded warehouse process of company X,the problems and causes involved were identified by using brain storming,fishbone diagram and data analysis.And the improvement program was also discussed.That was to take the regulations and norms of customs supervision department as the core,optimize the organization structure,make full use of the information resources,and open up a emergency work channel.Then,the specific implementation steps were also put forward.Meanwhile,the improvement safeguard measure of “one direction and one support” was put forward.“Policy orientation of customs supervision” refers to taking the initiative to accept supervision,improving the compliance of laws and regulations,and reducing the risk of punishment.While “information system support” would strengthen the data collection and analysis ability,and improving personnel operation and management ability.Which would provide information technology support through each link,and reduce the cost effectively.Finally,some requests were proposed in order to implement the improvement process.Company X and customs needed to work together to make the Customs truly realize the transformation from “managing enterprise” to “managing process”.While company X would change from passive supervision to active supervision.The process improvement proposed in this paper could help solve the contradiction between the warehousing operation of company X and the customs supervision policy,and also provides a certain reference for the peer enterprise.
