Since the reform and opening up,China's focus of domestic political and social reforms has gradually highlighted the transformation of the government's governance system and a multiple social participation model.On the one hand,the governments have streamlined administration and delegated power to the lower levels to innovate the governance system;On the other hand,social organizations have been continuously expanded to provide more services in the field of social services and more types of social organization have emerged.A new pattern of “socialization of social welfare” is gradually taking shape.In this context,local governments began to explore the effectiveness of the governance of community service provided by social work organizations or public cultural service organizations.Although social work organizations and public cultural service organizations have different focuses in the governance of community services,both have developed a complementary relationship.Meanwhile,from the perspective of social work,it can be seen that the cultural services provided by public cultural service organizations are exactly what is neglected in social work services.Therefore,this thesis will focus on the public cultural services and social work in the governance of community,exploring the dynamic integration of the social work and the public cultural services and the trend of their development in the future.This thesis takes the organization “Yard No.27” as an example,focusing on the interaction and collaboration mode between the governments and the public cultural service organizations at the middle and micro levels,and the changes brought about by the public cultural services to the community.It analyzes the basic public cultural services provided by the governments in the past as well as the non-basic public cultural services provided by the Yard No.27.It can be found that it is difficult for the governments to achieve a real decentralization of public cultural service organizations considering their own interests such as political achievements.Meanwhile,public cultural service organizations are subject to governments' authority and overwhelming resources.In addition,the non-essential public cultural services provided by the Yard No.27,which is either free or fee-based,are better than the basic public cultural services provided by the governments,which is mainly free of charge,and better satisfies the cultural demands of contemporary residents.These two forms of public cultural services interact with each other in the community and provide a more fundamental humanistic environment for community governance.The Yard No.27 is also served as a unique trial spot that provides non-basic public cultural services,leading the development of non-basic public cultural services in the community in the future.From the perspective of social work,this thesis finds out that there are limitations of China's social work caused by the lack of cultural services perspective in services.At the same time,the thesis discusses the relationship building between social work and the governments with the case analysis of the Yard No.27.In the future,it is likely that social work services not only need professional service mode and skills,but also should integrate into local cultures in services,in order to meet the residents' real needs and jointly promote community governance.
