In the process of ethnic development and evolution,not only natural factors such as climate and geographical environment have an effect on the mode of production and life,but also social factors such as religious thoughts have a great impact on both the mode of thinking and ritual practices of ethnic groups.Religion plays a decisive role in the formation and development of some ethnic groups.That is,customs of some ethnic groups are inextricably linked with their religions.Rituals,festivals and dietary taboos of religions have gradually evolved into those customs of their own ethnics.In China,the spread and the development of Islamic culture take part of ten ethnic groups.These groups believe in Islam as the social carrier,which has an important influence on the formation and development of the Hui’s dietary customs.In the process of indigenization,Islamic culture has gradually fused into the Hui culture,and constitutes the main characteristics of the Hui as a ethnic group.It has influenced the social life and customs of the Hui.As the traditional dietary customs of some ethnic groups,including Hui and Uygur,halal dietary habits are both folk and religious,which are quite representative.From the perspective of ethnic politic,taking the policy practice of respecting halal dietary customs as an example,this report explores how to correctly understand the folk and religious nature of "halal" from the view of the separation of religion from politics.We should properly grasp the "boundary" between ethnic customs and religious customs,and make clear the difference and connection between them so that to clarify the relationship between law and canon and provide reference for handling ethnic and religious affairs according to law.The first chapter introduces the dispute about whether "halal" is a folk custom or a religious behavior in the theoretical circle,makes a theoretical judgment on the folklore and religion of "halal" as well as the boundary between each other,and clarifies the folklore and connotation of "halal food customs".Focusing on the influence of Islam on the traditional diet of Hui and other ethnic groups,the second chapter analyzes the influence of the spread and development of Islam in China on the formation and development of dietary taboos of ten ethnic groups,including the Hui,and summarizes the folk and regional development of the traditional dietary customs of ten ethnic groups,including the Hui,and their outstanding contributions to the inheritance and development of halal dietary culture.The third chapter investigates and analyzes the halal diet behavior of some halal restaurants in Beijing,discusses the attitudes of some respondents to halal diet and their cognition of the relationship between halal diet and religious faith.On the basis of this investigation and analysis,the author make a summary on the boundary between religious diet behavior and ethnic customary behavior.The fourth chapter discusses the ethnic policy practice of respecting halal dietary habits and evaluates the deviations in the policy practice and the absence of law enforcement by relevant administrative departments.On this basis,the author will work hard to explore a developing route conducive to the proper governance of ethnic and religious affairs in accordance with the law and the promotion of exchanges,communication and integration among ethnic groups,which prompts the administrator to clear the "boundary",accurate quality,tamp responsibility,and prosecute in handling of social events involving ethnic and religious factors.Through the theoretical discussion and empirical analysis above,the author of this report believes that halal dietary customs are related to Islam,but halal dietary behaviors are not equal to religious teaching laws.With the deepening of the localization of Islam,many religious behaviors have developed and evolved into ethnic customs,and the folk characteristics of halal have become increasingly prominent,even replacing religious characteristics.This report attempts to provide an important theoretical reference in terms of the national laws governing the particularity of ethnic and religious factors,and the construction of scientific rules of ethnic and religious interaction with the state and society.
