Research On Rural Improvement In Wujin In The 1920s And 1930s

Wujin enjoys advantageous geographical position,suitable climate and developed traditional rural economy.However,after entering the Republic of China,the social economy went into decline due to the deteriorating environment.In the 1920 s,under the promotion of Gu shusen,the county magistrate,the idea of rural improvement in Wujin originated and formed an experimental plan.Although Mr Gu leave his job temporarily soon after,the local gentry actively put it into practice.In 1931,under the leadership of the government of Wujin county,the guiding committee for rural improvement was established in the form of joint efforts by officials and citizens to integrate the practices of local gentry and comprehensively promote the improvement plan.Wujin began to become an important experimental area for rural improvement in southern Jiangsu.The rural improvement steering committee is the main leading body of rural improvement in Wujin.It carries out its work by establishing a top-down hierarchical organizational system,and optimizes the organizational structure in practice,thus providing a better organizational guarantee for the implementation of rural improvement.In addition,the county government set up various educational centers to develop rural education.The diversified sources of funds based on the county government grant jointly maintain the normal operation of the improvement enterprise.The rural improvement in Wujin is a comprehensive and systematic reform of rural society.In terms of economy,agricultural improvement has not only achieved great achievements in the promotion of good varieties and sideline development,but also successfully promoted the cause of improvement by participating in and holding agricultural products exhibitions.The cooperative cause is closely connected with the reality of rural development in Wujin and has achieved rapid development,which plays a great role in promoting the development of rural economy.The river dredging work has achieved remarkable results,and the development of irrigation technology has been upgraded to adopt new management methods,which has provided a strong guarantee for the stable development of agriculture.In terms of culture,great achievements have been made in the positive development of local education,school education and social education.The overall development of education is in a leading position in southern Jiangsu,which lays a solid cultural foundation for the gradual modernization of wujin society.We have made great efforts to change the customs and habits of the people,and adopted a variety of measures to foster hygiene habits,combat gambling and the elimination of superstition.Great achievements have been made in establishing a new culture that meets the requirements of The Times.The improvement of rural economy and culture promoted the transformation of Wujin countryside to modern times.Although rural improvement has promoted the development of social economy in Wujin,there is a lack of close cooperation between the organizational structure leading rural improvement and the functional departments of the county government,which makes it impossible to fully implement the improvement policies.Local autonomy has not been implemented because of the frequent changes in administrative areas and the imperfection of local systems.Therefore,the improvement of rural areas in Wujin has important significance for the implementation of the strategy of rural revitalization.
