Research On The Construction Of Service-oriented Local Government

In recent years, with the deepening of reform of our country, the governmentalfunctions of social management and public service functions by the centralgovernment highlighted the construction of public service-oriented government cameinto being. Across the country in building a public service-oriented government, thento measure the effectiveness is particularly important. This paper takes the urbanagriculture as the angle of view. Through the performance of local governments in theprocess of development of urban agriculture to measure the effect of publicservice-oriented local government building, in order to identify gaps andshortcomings with the public service-oriented government, local governmentsimprove themselves constantly in future work. The government should build agovernment which the masses are satisfied with. This is useful for the futuregovernance of the local government and development.This article is divided into six parts:The first part is the introductory part. This part presents the research origin,significance, research ideas, methods, innovations, and involved the concept ofdiscrimination.The second part is the basic theory and literature review. This part mainlydiscusses some theory related to this research. The New Public Management theory,Governance and Good Governance and the theory of New Public Service. At the sametime, for the domestic and foreign research situation makes a review. The literaturereview includes both urban agriculture and public service-oriented government.The third part is the main part, namely, domestic and foreign successfulexperience of development of urban agriculture in public service-oriented government.This part mainly introduces France, Japan, Singapore three countries as well asChina's Shanghai and Beijing Chaoyang District of local government in urbanagriculture in the process of performance, thus analysis of the domestic and foreignpublic service-oriented government provide public services in the success ofexperience.The fourth part describes Beijing Mentougou District government developmentcurrent situation of urban agriculture. Beijing Mentougou District general situation;the District government for the orientation of urban agriculture; The districtgovernment development current situation and existing problems of the urbanagriculture; Among them, the current situation of the development of facility agriculture, leisure and sightseeing agriculture and the government provide publicservices to the situation are introduced. The problems include five aspects:1. Theimpoverished village weak foundation, insufficient supply of public goods.2.Propaganda insufficiently and lack of awareness of service.3. Government financialinput constraints, public participation shortage.4. Financial, legal policy imperfection.5. Cooperatives lack of guidance.The fifth part according to the problems in the process of Mentougou Districtgovernment to develop urban agriculture, using the theory to analyze the reasonsbehind, and reflection for the construction of public service-oriented government. Theinfluence of administrative culture, governmental functions have not been completelytransformed, single main body governance and multiple governance subjects, lawdistemperedness four aspects described.The sixth part is conclusion. Put forward several proposals for the constructionof public service-oriented government: the administrative concepts transforms;governmental function transforms; the supply of public services diversification;constructing the government under the rule by law.In the present study, there are three directions of innovation. First of all, on thesignificance of the topics, public service-oriented government is in recent yearsaround like wildfire. Much study has been given to the study of public services likeurban community and so on both the scholars and governmental officials, and lessattention to the countryside. They especially easy to ignore the peasants of publicservice quality. This study focus on rural areas of local government public servicecondition, providing some ideas for the exploration of the government working inrural areas. It has a certain practical significance.Secondly, this study selected Mentougou District to consider for two reasons. Onthe one hand, the capital of agriculture is urban agriculture and has its owncharacteristics. On the other hand, the public services in rural areas rarely beenconcern should be more attentive. Dual identity of the selected research objects,makes this study unique novelty.Finally, in methodology, on the basis of previous research, this study carried outempirical research in Mentougou District which has characteristics of urbanagriculture. Insights about how local government provides public services, and effortsto the public service-oriented objective of local government. The study also iscreative.
