A Study On Fit And Balance Of The Public Service Function And Public Expectation Of Urban Local Government

Along with China's urban economic restructuring, in a transitional society, China's urban public services between public expectations and the structural contradiction between supply and demand have become increasingly prominent, such non-equilibrium between supply and demand to expand a serious impediment to the harmonious development of the city. How best to deal with urban public services and an effective fit between public expectations become urgent issues. Therefore, how to practice from a theoretical high degree of integration needs, explore the urban public services and public expectations of the balance during the development will become a point of writing this article.This structure is divided into seven parts:the first part is the Introduction, the main thesis described the origins and significance of writing, the definition of basic concepts, literature review and study the basic methods and innovative point; the second part is divided into urban grass-roots government functions and characteristics, the main contents, including urban grass-roots government functions and the evolution of contemporary urban grass-roots government's public service functions; thre third part of the public service and public expectations. This part is the logic of this paper, the starting point, mainly when the demand on the basis of the theory expounded in the urban grass-roots governance of public expectations and the dynamic relationship between the public service; the fourth part is the adoption of foreign governmental public service and urban grass-roots fit the public expectation of the sum and summary of China's urban grass-roots attempt to the Government in public expectations and public services fit for the relationship between the experience of looking for reference; the fifth part is the focus of this article, from a general perspective of the impact of urban grass-roots government public service and public expectations of the main obstacles, so as to construct urban grass-roots government's public service and public expectations of the responses fit laid the basis for analysis; the last sixth part is from a practical point of view, against the actual situation, Longgang District, Longgang District, for the public expectations and public services fit for empirical research to provide an improved public expectations and public services can be conduct countermeasures; the last part develop the conclusion and some expectiong.The innovation of this paper has four main aspects. The second is from a comparative analysis of methods, the main conclusion civil law and common law governance of urban grass-roots experience, so that generalization to avoid the traditional blindly carried out in accordance with country-specific description of a neglect of the common defects.
