Research On The Function Of The Government To Promote Employment Under The Conditions Of The Socialist Market Economy

The employment has always caught the attention of the whole society, which is foundationof the livelihood of the people, tactics of the stability of country, basis of harmonious and sourceof the strength. In our country's journey of socialist construction and reform, as the representativesof Chinese Communists, Mao Zedong, Deng Xiaoping, Jiang zemin, Hu Jintao accord greatimportance to government functions in work on employment, combine Marxism with the concretepractice in China, and form theory of employment in socialism with Chinese characteristics,which is foundation of perfection on functions of Government promoting employment in asocialist market economy. In pace with expanding economy and expansion of population, in theprocess of the problem of employment in China from "iron rice bowl" and “in the wings” duringthe planned economy to “type of competition” in market economy, Government has impactedemployment. The research on functions of government promoting employment is more importantand pressing, when reemployment of the laid-off and unemployed mingles with employment ofthe new labor force, employment burden of urban residents mingles with surplus rural labor tonon-agricultural undertakings better, and total contradiction and structural contradiction of laborsupply and demand exist side by side. This article enriches and brings along the theory ofemployment in socialism with Chinese characteristics, drives forward Marxism that have beenlocalized in China, increases the employment rate, guarantees full employment, and structuresharmonious and stable labor relations. This article adopts methods of dialectical materialism andhistorical materialism and combining theory with practice, on basis of theory of employment insocialism with Chinese characteristics, suggests that government should be moderator onmacroeconomics, guide on flow direction of employment, founder of fair employmentenvironment, exhibitor of employment service system, regulator on the labor market and vindicatorof harmonious labor relations in foundation of employment theory in capitalist country. Then onbasis of general analysis the problems of functions of government, this article suggests thatgovernment should improve control and guide functions, management and service functions andlabor security supervision function under the guidance of theory of employment in socialism withChinese characteristics to ensure people's livelihood and bring about full employment, fairemployment and harmonious employment.
