The Development And Utilization Of Political Resources: A Systematic Analysis Of Party Building In State-owned Enterprises

Under the background of new media,the ruling environment of political parties is undergoing profound changes.With the development of the industrial society to the new media era,the Internet has shown a great impact on the political field to a large extent.The principal contradictions in our society have also undergone historic changes related to the overall situation.Under the background of the new era,the ruling ability of political parties is also facing new challenges.State-owned enterprises are the important material and political basis of socialism with Chinese characteristics,and the important pillar of our party to govern and rejuvenate the country and rely on the strength.In the face of a series of changes and challenges,the relationship between the ruling party and the state-owned enterprises is crucial.In order for a political party to remain invincible level in its leadership and ruling position,it must have a strong resource system to support it.In order to investigate how the CPC develops and utilizes the political resources of state-owned enterprises,this paper uses David Easton's system theory,from the perspective of political resources,to construct a theoretical framework for the development and utilization of political resources in state-owned enterprises by the CPC.This theoretical framework is a dynamic,systematic process,including the influence,input,transform,output and feedback links.The CPC's political resources,by state-owned enterprises,absorption system is mainly affected by the external and internal environment of state-owned enterprises.The external environment includes the development of information technology and the impact of the market economy.The internal impact includes the changes in proportion of party members,the structure of staff and educational level.As a result of these changes,at the input link of the system,the CPC makes use of institutional resources to formulate and perfect the relevant institutions for comprehensively strengthen CPC's discipline and state-owned enterprises' s reform.Then,state-owned enterprises carried out these institutions and transform political resources on the basis of the organizational resources of the grass-roots party organizations of state-owned enterprises.After the research,I found that the party building of state-owned enterprises shows four characters — emphasis on implement,production,efficiency and livelihood of the people in order to adapt to the new environmental changes.The export products of political resources after the transformation mainly include basicpolitical resources,dynamic political resources and visual political resources.In the feedback link,these output products show two aspects of enthusiasm and problem.This paper finds that the CPC's party building in state-owned enterprises has become an important link in the transformation of political resources in order to obtain political resources for a long time in power.Many feedback and tests can not be concluded by quantitative methods.Although there are still many shortcomings,we hope this study can provide a fresh perspective and research method for the study of party building in state-owned enterprises,and contribute my own modest strength for academic research.
